Controversial talks on local government


CONTROVERSIAL plans which could mean merging rural Ribble Val­ ley with other East Lancashire author­ ities will fall under the spotlight at a


specia.1 meeting tomorrow. Ribble "Valley councillors will meet to


look a t all the options set out under a pro­ posed local government shake-up. Residents across the North West will be asked in October whether they want munici­ pal affairs to be run by a new "regional assembly”. If the majority answer “Yes” in a referen­


dum, existing district councils such as Ribble ■Valley could be merged with neighbouring councils into huge unitary authorities. Local councillors put forward proposals for


an enhanced Ribble 'Valley "Unitary Authority or Hyndburn merger to the Boundary Com­ mittee last August. They believe an enhanced Ribble "Valley authority, taking in chunks of ' neighbouring boroughs, will be popular with voters. But the Boundary Committee wants to merge Ribble Valley and Hyndburn with


Blackburn, or create a massive unitary authority covering the whole of East Lan­ cashire. . Local authorities have until May to
