■authorities showed that Ribble Valley provid­ ed a good service. Among the issues the visitors saw as under­


mining the council’s ability to achieve improvements were limited challenges being made to existing methods; no clear focus on priorities; no structured approach to obtain the views of users and the reasons why people who were not users made that choice; too few links between service and financial planning and a short-term approach to revenue budget­ ing; staff morale issues regarding job evalua­ tion and pay grading; and the collection of only limited user information. The inspectors suggested a “customer’s


charter” and more efforts to identify ways of getting more people to use the services. They acknowledged that there was a good range of opportunities within leisure services and that numbers were increasing. The council worked well with partner providers and, apart from


particular points, had a generally enthusiastic staff.


Clitheroe auction prices


THE decline in sheep numbers has had a ben­ eficial effect on prices at Clitheroe Auction Mart. ■ On Tuesday March 11th, the overall aver­


age was lifted to a healthy 113p per kilogram, with the best hoggs making more than 130p. Prices were: Premium hoggs(32kg) to


121p/kg (ave 115p/kg); premium hoggs (32.1 - 39kg) to 132p (121p); premium hoggs (39.1 - 45.5kg) to 132p.(117p); prime hoggs (32kg) to 112p (108p); prime hoggs (32.1 - 39kg) to 118p (llOp); prime hoggs ( 39.5 - 45.5kg) to 120p ( 112p); heavies ( 46kg plus) to 112.5p (106p); overweights to 105p; mule Texel ewes to £81.47 (£32); rams to £51 (£31). There were a few more cattle evident, yet


more are required. - Heavy Holstein/Friesian bulls made to 81p


per kilogram, averaging 73.5p per kilogram. Other cattle prices were: premium bulls to


l l lp ; prime bulls to 104p (98p); prime heifers '97p (92p); commercial bulls 81p (73.5p). Calves: Simmental bulls to £155, Simmen- tal heifers to £42. '
