YOUR ESSENTIAL GUIDE TO THE LOCAlL HOUSING MARKET

Bullish market hut confidence static

THE levels of confi dence reported among financial advisers in the mortgage market remained static during a summer of bullish housing market com

ment. This is the finding of the

Paragon Mortgages FACT Index, the quarterly Finan cial Adviser Confidence Tracking Index. The, confidence factor is

. s Wonderful country views

from this stone-built property 2 The Old Granary, Withgill Fold, Withgill.

Price: £135,000.

LYING in the open country side between the Ribble and Hodder Valleys, our property of the week is situated in a small development of choice

stone-built properties. The house, which is about three

miles from Clitheroe, has views over Kemple End and Longridge Fell to

the front. Accommodation on the lower

ground floor comprises an entrance

hallway, a utility room and garage with stone arched entrance. A spin- died balustrade staircase leads to the first floor and courtyard level, where there is a lounge with open aspects to the front and a natural stone fire place with heavy polished oak man tel beam over, a hallway, two-piece cloakroom, and dining kitchen with polished Chinese slate floor and a range of French solid oak-fronted kitchen units and a barn arch win dow with stable door leading to the rear patio and courtyard. A staircase leads to the first floor,

where there is a master bedroom, en- suite shower room, the three-piece house bathroom and two front bed rooms; a folding loft ladder leads to

a good-sized part-boarded loft area with electric light. Outside to the rear is a raised

patio area with stone boundary walls opening into a central court yard; to the front, a three-car gravel driveway leads to the garage area, and a small patio and garden line the drive. Adjoining the access road is a well-fenced paddock of approxi mately 0.45 of an acre with a five- barred entrance gate and water sup

reported at 111.8 for the third quarter of the year, an increase of only 0.8 over the second quarter. As the third quarter usually produces a significantly higher figure

than the second quarter, this modest revival in confi dence over the summer may be considered negative. It is substantially down on the

same period over each of the past three years. Despite this stagnation,

there is an upturn in the overall trend. According to the FACT Index, mortgages arranged by financial advis ers declined slowly from early 1997 until the begin ning of this year when the volume of mortgage busi ness began its upward trend

again. Financial advisers are

now expecting to increase the amount of mortgage business they arrange by 5.2% during the last quar ter of the year. Other findings in Paragon

ment mortgages are contin uing their steady decline, down yet another 2% to

34% Meanwhile Discount

mortgages have more than doubled. This type of mort gage has increased its mar ket share from 19% of reported cases to 40% dur ing the summers. Reducing or controlling

Mortgages' September FACT Index show that, for

the first time since the sur vey began in 1995, Capital and Interest Mortgages now account for half the market at precisely 50%. Endow

outgoings remains the most common reason for re-mort gaging accounting for 45% of all cases. Re-mortgaging for all other purposes has declined. These reasons include re-mortgaging to finance home improvements or to buy a second property, or for short term gain or to finance consumer spending. Commenting on the sum

mer quarter, John Heron, Managing Director of Paragon Mortgages, said:

nr>.

"The mix of signals in the FACT Index reflects the mix of reports and opinions about the domestic housing market. With an avalanche of facts, figures and opinion variously describing the market as everything from boom in the south east to doom and "can't give it away" in parts of the north, and with a variety of claims that interest rates have peaked, bottomed, or are stable, or have to match the Euro, it is little wonder that confidence levels in new business is increasingly dif

ficult to call. "What is certain, and is

reflected in the Paragon FACT Index, is that con sumers are sophisticated

enough to make their own judgements and it is they

who will lead the market, not the pundits.”

Beazer announces plans for new homes development

BEAZER Homes, part of the UKs third largest house-

builder group, is setting up home in Burnley. The award-winning housebuilder has acquired one-and-

a-half acres of brownfield land on White Street, Rosegrove, which it will use for its new St James Gardens develop-

ment. Beazer Homes' Land Manager for the Preston region,

Jason Parkinson, commented: "Beazer is thrilled to be back

in Burnley with our new St James Gardens development. "We will be building 28 three bedroom high quality hous

es, some of which will back onto the canal which runs through the development, adding a fantastic picturesque

feature. The houses will range in price from £53,995 to

£59 995. "At Beazer we are committed to developing as much

brownfield land as possible to help prevent the disappear ance of green belt. This is another reason why we are par ticularly pleased about our St James Gardens develop'

merit."

Work on the new development will begin m October and will take 18 months to complete.
