FAVOURABLE OUTLOOK FOR THE MARKET


A NEW quarterly mea­ sure of a c t iv ity in the housing market, the Mid­ land Bank Housing Barometer, suggests a favourable outlook for home buyers due to gently increasing prices in settled


conditions. Midland's Barometer uses


a number of factors, such as mortgage borrowing, afford­ ability, house prices and transaction statistics to measure pressure in the


housing market. This provides a broad


analysis of the market, unlike house price indices, and works like a traditional weather barometer, which measure atmospheric pres­ sure to forecast climatic


changes. Midland forecasts that


house prices will rise by 5 % by the end of the year, slightly higher than general


inflation but in line with growth in disposable incomes. Transaction vol­ umes will increase to 1.47m,


up 3% on 1997. "The Barometer suggests


that increased activity in the housing market will continue, but at slower pace than the first quarter of this year," said John Massey, Midland's head of mort­ gages and chairman of the Council of Mortgage Lenders. "This is actually good


news for home buyers. Too high a level of activity cre­ ates instability, which may have unpredictable conse­ quences, rather like the British weather." Pressure in the housing


market eased in the last six months, the Barometer reveals, after rising steadily from the middle of 1995 and peaking in the third quarter of 1997.
