They say they have no faith in way Environment Agency has acted

AN independent report stating Castle Cement is not to blame for the health problems of local people has been branded rubbish by campaigners.

The report, published

by the Area Environment Group, an independent body which advises the Environment Agen-cy, said that a survey carried out by the E a s t L an cashire Director of Public Health, Dr Stephen Mor ton, showed there were no significant and detectable health problems affecting the population of Clitheroe as a result of Castle Cement emissions. But local campaigners,

including Mrs Mary Horner, of Airwatch, and Mrs Lynda England, of RATS and Friends of the Earth, criticised Dr Mor ton's findings and the overall conclusions of the Castle Cement Advisory Group, set up by the

AEG. Defending the report,

n d v iso ry b o c ly l in d to m ly on the evidence given. He added: "We have to accept

making our decisions." Mrs England criticised

the AEG for the lack of time allocated to RATS to give a presentation to the advisory group and asked why its comments and those of others against Cas tle Cement were not includ ed in the report. Members were also not convinced of the independence and objectivity of the CCAG. Mr Colin Burford, Chair man of the AEG, said: "The people chosen to contribute to the advisory group had particular specialist knowl edge. I t was not a case of excluding anyone." Another campaigner, Mr

J. D. Mortimer, asked why the report stated that a full health survey was included, when Dr Morton had cate gorically said he would not undertake one. Instead, Dr - Morton's opinions were for-

mulalod /reni.Womi-li"'' already available. Mr Mor

timer added: "You cannot claim a full survey has been carried out when it has not," and asked for the report to

be withdrawn. But Mr Burford refused

and said that the fact the statement implies a survey was carried out specifically by Dr Morton was just "phraseology". Many of the campaigners

also aimed criticism at the Environment Agency, as it seemed, they claimed, to bo acting on behalf of Castle Cement. Waddington resi dent Mr Alan Egar said he had "no faith" in the agency, due to the way it has han dled complaints and added that the report was a "fias

co". Now that the report is

complete, the AEG will continue to monitor the reg ulatory role of the Environ ment Agency. I ts recom mendations for the future are that Castle Cement continues to recognise its

responsibilities to the envi ronment, while the agency- should maintain its moni

toring of any complaints and respond accordingly. The Environment Agency should also work with Rib- ble Valley Borough Council to monitor the company.

Man remanded in custody in £10,000 cannabis case

A MAN has been remanded in custody after police found £10,000-worth of cannabis at a caravan on land in Middop, near

Gisburn. Peter Heap (34), who gave his moth

er's address in North Street, Colne, but who had been living in Stocks Lane,

Middop, appeared before Blackburn magistrates charged with being con cerned in the supply of 3.8 kilogrammes of cannabis, possession of ecstasy and illegal possession of a shotgun. A bail application was made on Heap's

behalf, but he was remanded in custody until December 18th.

GO LDEN couple Joh n and Mavis Parker (above) believe they have managed to keep each other sweet all these years by drinking plenty of cups of tea. The Parkers, of West View,

Clitheroe, will celebrate 50 years of marriage this weekend with what they hope will be a stirring party for their family and friends at West

Bradford Village Hall. All four of the bridesmaids who

attended Mrs Parker at her Sowerby wedding will again be present at the celebration, including one, Mrs Bar bara Tumham, who has travelled from

Australia for a long stay in the area. Mrs Parker (69) comes from Sowerby,

Yorkshire, and the couple met there as teenagers when Mr Parker (71), who grew

up in BoIton-by-Bowland, was a regular visitor to his sister's nearby farm. They were courting for around three years before their wedding on December 18th 1948, following Mr Parker's two-year stint

in the RAF. After a honeymoon in Morecambe, they

originally settled in Yorkshire, but moved to Clitheroe more than 49 years ago and have remained at the same house ever since. Both gave excellent service to two large local firms before their retirement a decade ago, with Mr Parker working for Dugdale’s and his wife employed by Trutex. Their three sons, Alan, John and David,

all live locally and they also have five grandchildren and a great-grandchild. As

well as spending time with their family, Mrs Parker enjoys playing whist at Pendle Club, while Mr Parker is keen on racing pigeons and is a member of Clitheroe Hom ing Society. (141298/2/23)

Wish all their customers and friends a Very Merry Christmas and a Prosperous New Year

A FO RM ER chef from the Ribble Valley who died after a hero in overdose in a Lon don hostel picked up his drug habit while working in Israeli hotels, an inquest

heard. Southwark Coroner's

Court was told that David Hartley (39), whose last known address was the home less hostel at Greek Street, Soho, Central

London, was found in his room by police on September 4th and pro nounced dead at St

Thomas's Hospital. His mother, Mrs

Audrey Hartley, of Bush- burn Drive, Langho, said in a statement th a t her son started to use heroin while working as a chef in Eilat. Shortly before his death he visited her, said he had kicked the habit and went back to London to sort out his life. She said: "I will always

remember his words as he got on the bus to go back to London. Ho said 'I'm so glad I came. I've made it right with you'. I t was as if he knew that somehow we would not see him again." Miss Michelle Bafferty, a

project worker at the hostel, said she was under the impression Mr Hartley had a drinking problem, but was "clean" from drugs. She saw him on the day he was found collapsed and he told her he was going to wait for a friend, Mr Alan Wallace, in his room. Miss Bafferty said: " I

used keys to open the door and Mr Wallace walked m. I then saw Mr Hartley slumped over his bed and Mr Wallace was holding a syringe in his hand. l ie said, 'Look, I have just taken this out of his arm'." Pathologist Dr Ian Hill

gave the cause of death as alcohol and drug over- dosage. Mr Hartley, he said, had 188mg of alcohol in his bloodstream. "It was the combination of the alcohol and heroin found in his system that caused

death," he said. Deputy Coroner Mrs

Adela Williams recorded a verdict of non-dependent abuse of drugs.

Duncan was convicted of drink driving in 1986 and had a more recent convic tion for being drunk in charge of a vehicle. Mr Bob Pickles, defend

old daughter from a previ ous relationship, who now lives in Somerset with his ex-partner," said Mr Pickles. " Arrangements have been made for that little girl to come and stay with him from December 27th to Jan uary and he realises that if he goes to prison ho may not see her." Passing sentence, Mr

Finestein said Duncan was nearly three times the legal limit when was involved in an accident. "Drink drivers are a men
