Housing strategy sets out to stem exodus of young people

A DRAFT housing strategy . spanning the next three years was unveiled at a meeting of the Ribble Valley Borough. Council Housing Committee. The 33-page document, which

generally met with approval from councillors, grapples with the prob lems of formulating housing poli cy in a rural area such as the Rib ble Valley. I t tries to address the problem of preventing an exodus of younger people to the towns and cities. According to the document, this trend leads to "deep pockets of rural deprivation in the more out lying pockets of the borough." As a result, the key to success of

the housing strategy is identified as "ensuring that living in the area is both attractive and sustainable,"

acknowledged that the strategy was very much geared towards, social needs and that it was part of a wider objective in maintaining a "vibrant and economically buoyant and sus tainable rural economy." Forging partnerships with housing associa tions and private housebuilders is a key area earmarked in the document, which it is hoped will encourage fur ther innovative new housing schemes in the district - The needs of young people enter

ing the market for the first time should be addressed in particular, the

document claims. In addition, tenant participation should be a backbone of - the strategy according, to its author and some concern was expressed by. councillors at the meeting about recent attendance levels at housing forums. : Various ideas were discussed about how tenants could be encouraged to become more involved. Coun. Mar garet Sutcliffe (Clitheroe) suggested that a housing department newspa per could be set up with contribu tions from tenants welcomed. ■ It was agreed by the committee to "beef" up the section on tenant par

ticipation. The document was due to be dis

cussed before the Ribble Valley Parish Liaison Committee and the Housing Forum this week, before a . final draft is ratified.
