TWO borough councils in East Lancashire have joined the Ribble Valley in
its stand against a earve- up of the area in the forth
coming Local Government Review.
Burnley and Rossendale
councils have joined the protest against the pro-
by Theresa Robson
posal by the Lancashire Association of District Councils to split the Rib ble Valley four wavs, merge
H.vndburn with Rossendale and merge Burnlev with Pendle.

THE Ribble Valley Mayoralty was established in 1974.
The Mayor, currently Ribchester councillor Tony
Jackson, is considered the borough's “ first citizen,” being a figurehead for the borough, as well as engaging in considerable fund-raising activities. The Mayor’s secretary, Mrs Olwyn Heap,
ensures that his extensive correspondence is opened and answered and that his chauffeur has an up-to-date itinerary. This year is a critical time for the Mayoralty, as
the very borough itself is under threat from the forthcoming review oflocal government. On a more idiosyncratic note, the Mayoral mace
was originally used for protection. Mrs Heap described it as a “highly ornamental descendent of the prehistoric club or bludgeon!" The Mayoral chain, she explained, contains imag
ery of the area’s three rivers, as well as white stones signifying limestone and green stones signi fying the area’s rural nature. The Mayor's secretary also arranges the annual
Mayor-making ceremony, as well as organising var ious fund-raising events in support of the Mayor's chosen charities.
In a joint statement, the
councils said combining rural and urban authori ties meant both might lose out.
Less attention would be paid to rural issues in a
large authority, while funds to tackle urban deprivation in an area such as Burnley could be reduced.
Fu r th e rm o re , the
ADC’s proposal failed to recognise current boun daries for administering social services, education and health care.
That would make it dif
ficult to provide continuity in such important areas as community care. The statement said:
“There is no evidence of public support for these
proposals. In fact, opposi tion is increasing as the
proposal becomes more widely known.
reflect patterns of commu nity identity, nor would it
“The proposal does not
create accessible, respon sive or accountable auth
orities. The' Ribble Valley has a distinct economic, social and demographic structure, different from th e r e s t o f E a s t Lancashire.
"Splitting the Ribble
Valley will seriously weaken the focus on rural issues and problems, as well as support for the tourism industry. Combin ing rural and urban areas would also reduce access to funds for tackling prob- 1 e ill s o f u r b a n deprivation.”
The statement has been submitted to the Local
Government Commission, which is due to make its
recommendation at the end of May.
Message speeds on its way
RACING driver Chris Ward raced his Centre of the Kingdom Mondiale into third place in the third
round of the National FF KJOO Championship at Donnington Bark. The 29-year-old, from Broughton, was on the point
of finishing second, before being flipped at the post In experienced driver Austin Kinsella.
Chris, the son of Ribble Valley Council officer Mrs
l ’at Ward, is lying second overall in the series with 21 points, behind Nigel Greensall with 29.
A YOUNG Longridge artist has successfully put pens to paper in a plea to the Local Government Commission. Shirley McKay (10), of
St Wilfred’s Primary School, Longridge, is the winner of CARVE’s “Save Our Valley” poster competition. The competition
invited youngsters to design a poster
protesting against the proposal to cane up the area in the forthcoming review of local government. The runner-up was
Fiona Binder (9), of Pendle County Primary School, Clitheroe. Shirley’s poster depicts
the palm of a hand, in which is nestled a protected valley, while Fiona's shows a map of the area split into
jigsaw-style pieces. Shirley received a
cheque for £25 and her school was given a cheque for £109, while Fiona received a cheque for £10. The competition was
sponsored and judged by Mr Roger Dugdalc, of B. Dugdale and Son, Clitheroe; Mr Chris
Ilindley, chairman of Gisburne Bark Private Hospital; and Cane representative Mrs Judith Roberts. Mrs Roberts
commented: “The standard of the entries was incredibly high. The imagination of the
children was absolutely
marvellous. We chose ihe winner because of its simple style and
straightforward message.” Mr Dugdalc and Mr
Ilindley said it was “marvellous to see young people concerning

I I S finally over — the removal van is a fast-diminishing memory you have moved into that house at last.
But there is something
not quite right; it needs that little extra to make it
into the house of your dreams. Whether you are living
in stately splendour or a terrific terrace, it is your home and you should make the most of it.
And what hotter way
than to completely reno vate and redecorate the entire place from top to bottom? But the key to suc
cessful redecoration is planning. Rushing head long into the job — whilst
you can be commended for enthusiasm — will get you nowhere fast.

problems which may have arisen during the" cold,
damp winter months, is all it takes. You never know, tile place might not seem •so bad after all — so you can put the work off'for another year!
One of the rooms we all
take for granted is the humble bathroom. We all go through it every day before work, in and out as quickly as possible, so you can spend as much time in bed as you can.
But it does not have to
be like that. There is no better way to smooth out
the pressures and stresses of a hard day at work than
to lie in a warm, foam- filled bath in pleasant surroundings.

fully-qualified interior designer to turn your house into a palace. Just remember that making the most of all available space is another key to suc cessful refurbishment. I f you feel up to it, you
can do a lot worse than doing it yourself or, if you are still not convinced about just bow simple redecorating is, let your fingers do the walking and find a British Decorators’ Association approved specialist. Just a bit of new paint
here and there and maybe a change of wallpaper can make coming home some thing to look forward to. Changing a poor old downtrodden carpet works wonders for a room, brightening up the whole place and putting a spring back into your step. So, the next time the old
— or new — house looks a little dreary, put some
time aside to give the place a whole new lease of life.
