Council’s Development Sub-Committee agreed with Borough Planning and Technical Officer Mr Philip Bailey’s recommen dation that the sign at Wade House, Church Brow, for Cook and Smith’s, should be re sisted. Clitheroe Town Council

and local residents had objected to the proposed sign. Protests stressed the need for keeping the building free from “com mercial blots” and pointed out that the sign would be out of keeping with the locality.

Billington Gardens, had previously been remanded in custody for a psychiat ric report after changing his plea to guilty of at tempting to burgle a house in Whalley.

Mr Peter Openshaw,

prosecuting, had then said the case presented “un usual and startling as pects” because Whelan was sent to borstal last year for burgling two properties, in each case having also indecently as saulted a young girl and stolen the back door key.

In m it ig a t ion , Mr

Charles Mahon said Whelan had the opportun ity to go to Shropshire, where he had the offer of a home and a job.

He said Whelan had

been in seclusion at Risley at his own request. He had received no medical treatment and had been subject to threats and abuse from other inmates.

Mr Mahon urged a de

ferred sentence so that Whelan could find the father figure he lacked, as well as a home and a job.

Judge Reginald Lockett

•said the attempted burg lary case had been ad

journed because it dis closed a background of sexual deviance. In view of Whelan’s

DESIGN COURSES

THERE are still some places left on two courses in design being held at Whalley Adult Centre a week on Saturday. Both courses run for

one day from 10 a.m. to 4 p.m. and anyone in terested should contact the adult centre (Whalley 2717). The subjects are in

terior design — how to decorate your home — (tutor Mrs Joyce Stewart) and principles of design — including craft work and pottery — (tutor Mrs Enid English).

CENTRE 'IDEAL' FOR VILLAGE RECREATION

AN assurance has been given that the Ribble Valley Council will keep a close eye on the situation at Langho Centre, which is due to be run down over the next four years. The council’s solicitor,

Mr Paul Timson, told the Planning and Transporta tion Committee that local residents were concerned at suggestions. made • for the future use of the centre. “There has even been a

rumour going round that an open prison is being

planned,” he said. However, after talks

with Manchester Social Services department, which runs the centre, Mr Timson explained that “another Whiteacre situa tion” could arise any time between the next two to five years. “Obviously, the social

s e rv ice s department might want to get the best price for the site,” he said. "But unlike Whiteacre, it will require permission from the Ribble Valley Council.” Mr Timson felt it was a

little premature to ar range any meetings with the parish councils in volved, but promised to keep the situation under review. Recreation and Leisure

Committee chairman Coun. Ted Boden (Chat- burn) felt the centre pos sessed very desirable re creational facilities, which could be of use to Langho and Billington. “These two villages are

deprived of such facilities and we must keep this in mind and not miss the boat. I’m sure my com mittee would be very upset if it were not given the chance to discuss these possibilities,” he said.

Careless driving

A WOMAN passenger died when the car in which she was travelling was involved in a collision with a vehicle driven by a Langho man' on an ice- covered road in Black burn. At Preston Crown

Court, market trader Wil liam Lewis (66), of St Mary’s Drive, denied causing the woman’s death by reckless driving

and was acquitted. However, he was found

guilty on a charge of care less driving and was fined £150. Judge Mary Holt re marked that on the night of the accident conditions were atrocious for any driver.

MEMBERS of the Ribble Valley Council’s Develop ment Sub-Committee have given their blessing to the conversion and ex tension of a former barn and garage to a private social club at the Todber Caravan Park, Rimington.

— for a kitchen, garage and a self contained flat — is for Mrs G. Britnell in the garden of the Old Malleys, Straits Lane.

In a report, Borough

Planning and Technical Officer Mr Philip Bailey pointed out that the build ing of additional dwellings in this part of Read was strongly resisted.

But Mrs Britnell suf

fered from multiple sclerosis and normal movement was now dif ficult. The self contained accommodation would enable Mrs Britnell’s pa rents to stay close at hand, .while the rest of the extension would be accessible for a person in a wheelchair.

Mr Bailey’s report,

which recommended ap proval, added: “The main issue is whether the per sonal circumstances of the applicant are sufficient to outweigh the normal plan ning objections in this area.”

Pe rm is s ion was

granted, but with a com promise suggested by Mr Bailey, that the use of the flat was linked to the oc cupation and use of the main house, while further planning permission would be required if it was in tended to convert the property into two sepa rate dwellings.
