On 12 November, 1979, the Secretary of State for the Environ ment approved the above-named Structure Plan so far as it relates to the district Council areas of Blackburn, Burnley,
Hyndburn, Pendle, Ribble Valley and Rossendale, with modifica tions.

Certified copies of the plan and of the Secretary of Stale’s letter notifying his decision together with a copy of the Report of the Panel who conducted the Examination in Public of the structure plan have been deposited at the offices listed in the Schedule below. The deposited documents are available for inspection free of charge during normal office hours unless otherwise stated in the Schedule.
The plan will become operative on 10th December, 1979, but if any person aggrieved by the plan desires to question its validity on the ground that it is not within the powers conferred by Part II of the Town and Countiy Planning Act 1971, or that any requirement of the said Part II or of any regulations made thereunder has not been complied with in relation to the approval of the plan, he/she may, within six weeks from the 8th December, 1979, make an application to the High Court under Section 244 of the Town and Country Planning Act 1971.
