measures aimed at shielding the domestic steel industry from tariff-related risks, as well as rising private sector manufacturing investment. In September 2025, Element5, a Canadian timber manufacturer, announced a CAD107m ($78.4m) investment to expand its operations in St Thomas. The project is expected to create 150 new jobs and enable the company to double its production capacity. By leveraging Ontario’s forestry resources, the initiative aims to reinforce the province’s domestic supply chain while meeting increasing demand for sustainable building materials. In October 2025, Montini commenced construction of the CAD325m ($238.1m) “Écoparc Laval 15” development in Laval, Quebec. The scheme comprises five sustainable buildings with a combined area of 1,067,000ft2 The first phase – Building 1 – will span 257,000ft2

In December 2025, the Ontario government confirmed that Lee Li Holdings, a Canadian food supplier, would invest over CAD533m ($390.5m) to upgrade and expand its existing beverage facility and construct a new bottling and packing plant in Mississauga. The expansion includes an additional 1,393.5m2
the development of a new 7,896.7m2
to the current facility and building.
Project analytics According to GlobalData, Canada’s industrial construction project pipeline – covering all mega projects valued above $25m – totals $229.3bn. This pipeline spans projects from pre-planning through to execution and is weighted towards early-stage developments, with 68.6% of total value concentrated in
projects at the pre-planning and planning stages as of December 2025. The largest industrial project currently in the Canadian pipeline is the $14.2bn Lac Otelnuk Iron Ore Processing Plant. The development includes construction of primary and secondary crushing facilities, a product screening plant, a dry processing system, sampling stations, a rail siding, a storage facility and an administrative building, showing a sizeable investment.
Another major scheme is the $13bn Jansen Potash Mine Surface Facilities project. This involves excavating two 6.5m shafts to a depth of approximately 1,005m, with a production capacity of 160,000t per annum. Works also include installation of service shafts, a head frame and hoist, six underground borers, key surface infrastructure and a freezing plant.
