haven’t had time to calculate it yet, but that figure I believe will come down a great deal when we take off the errors. But if I take off the 12,000 private hire increase due to Uber in the capital, and I take off the Rossendales and the Gedlings, and all those other areas that are licensing out-of-towners, what is the message you are getting? I get the message that the presented increase is not 9.3 per cent; it is somewhat less than two per cent. Why the decrease in 182 councils? Could it be that the conditions of licence are too severe, and they have to go to Rossendale to get their vehicle licensed? What I am saying is that in this economic climate, with many unem- ployed, we have often seen an increase in the trade in similar circumstances in the past. We cannot clearly understand why this whole DfT document implies that things are wonderful. Why do they not point out that although private hire numbers may have soared in London, hack- ney carriage licences have gone down in the capital for the first time ever in history. Why do they not feature Birmingham’s figures as being the second largest city in the country that has been going down in hackney carriage and private hire numbers every year since 2010? They do make some explanation as to why some of their figures may be wrong, mostly blaming the local authorities for giving them the wrong figures in the first place. That’s not what the councils have told us, and they are the ones who have corrected the fig- ures – not us.


The DfT also says that if a council doesn’t reply, they use the previous figures from two years before when they conducted their last survey.
