Most of you will remember last month’s front page, when speculation was running rife as to what was likely to happen when the House of Commons Select Committee on Trans- port delivered its long-awaited report concerning a possible review of taxi and pri- vate hire legislation. Comments were made as to whether the Law Commission might also be involved in this review proce- dure. Nobody could come up with any firm answers at that time. You will remember that last month’s edi- tion of this paper came out during the first week in July. Amazingly, on the 12th July we had an email telling us that the HOC report was going to be published at one minute past midnight on Tuesday

the 19th July. It is dif- ficult to relate how much excitement this raised. We sent this information out to all our members, and we must have had at least half a dozen replies.


Then the document came out. Loads of pages, most of it writ- ten responses sent to the Select Committee, and minutes of the meetings that took place in January and March this year. The rest of this document can be seen on pages 74 to 77 of this issue. So why are we not telling you what it was all about? Because that is when a little bit of conflict arose... because within hours of the Select Commit-


tee producing their report, lo and behold, the Law Commission published theirs. And surprisingly, there is quite a bit of conflict between the two doc- uments - the largest one of those being that the Select Com- mittee specifically said in its report, “We recommend that instead of referring reform of taxi and PHV legislation to the Law Commission, the Government should engage with the trade, local authori- ties and users about the objectives of future legislation on taxis and private hire vehicles, and commit to overhaul that legis- lation during the course of this Parlia-

The Law Commission in turn said, “We are reviewing the existing framework with a view to preparing propos- als for consultation. We aim to publish proposals for reform in June of 2012, and this will be followed by a three-month con- sultation.”
