Books for displaced Ukrainian children

AN INITIATIVE to print and distribute Ukrainian language books to children displaced by the Russian invasion was highlighted at CILIP’s All Party Parlia- mentary Group for Libraries, Information and Knowledge – which hosted Ukraine’s Minister for Culture and Information, Oleksandr Tkachenko.

The Ukrainian Book Institute, supported by the Federation of European publishers has launched a crowdfunding campaign aiming to get hundreds of thousands of children’s books printed in Europe enabling children to read and maintain links with Ukraine. For details visit: https://bit.ly/3MzDsBV

Open access maths extension

A SCHEME designed to provide open access maths titles has been extended, thanks to support from libraries.

The Subscribe-to-Open (S2O) scheme was launched by EDP Sciences and the Société de Mathématiques Appliquées et Industrielles, and supports six maths journals to publish open access without the need for article processing charges. Agnès Henri, Managing Director, EDP Sciences, said: “We are grateful to all our subscribers and sponsors who have lent their support to S2O and believe in this equitable and collaborative subscription model.”

Research training sessions

CILIP’s Health Libraries Group (HLG) and the Library and Information Research Group (LIRG) are holding a series training sessions on library and information work- place research.

The sessions started in spring, with two more taking place – Writing a research proposal on 6 July (https://bit.ly/38wOwRo) and Writing for publication on 7 October (https://bit.ly/3xUHAZc). The sessions have a Health Library focus, but will be useful to anyone looking to develop research skills and undertake LIS workplace research. Places cost £20 for CILIP members, and £30 for non-members.

Universities cut costs on three-year Elsevier deal

A NEW DEAL has been signed between

Universities UK and

Elsevier – the sector’s largest- academic publisher – which renews access to content and includes an open access agreement, cutting the sector spend on subscriptions by 15 per cent.

The three-year deal meets the two core

requirements set out by universities which were to cut costs to sustainable level and secure an open access agreement with the sector’s largest publisher. A spokesperson for Jisc, which facilitat-

ed the negotiations, said the agreement “delivers a 15 per cent reduction on previ- ous subscription spend to all universities” with a total cost of £38.6m per year. And that article processing charges – which equated to £7.2m in 2020 alone – were now reflected in the base price and could not be clawed back in later years. In a statement Elsevier said: “The agree-

ment recognises the significant investment the UK has already made in its transition to open access over the last five years, and the challenges the UK higher education sector is facing.” Liam Earney, Jisc’s managing director of higher education and research, said: “The agreement provides unlimited and immediate open access to Elsevier ScienceDirect’s publications, as well as significant savings on total sector spend. This means that, alongside the sector’s other open access agreements, 80 per

cent of UK research can be made open access at no cost to authors. “However, there is still much more work to be done and Jisc will continue to work with the sector through the negotiation of transi- tional and OA agreements which enable UK research output to be published OA in accor- dance with UK funder policies.” The University of Cambridge said the

previous subscription deal had cost £1.3 million and required authors publishing in Elsevier journals to pay Article Processing Charges ranging from £120 to £7,800. It said: “The aim was to secure a read and publish agreement with Elsevier, converting subscription expenditure to support immediate open access publish- ing, and maintaining access to paywalled content for a reduced fee. Such models of ‘transitional’ or ‘transformative’ agree- ment are supported by Plan S funders.” One of the tactics taken by the sector to secure the deal was to have a realistic “plan b” in place if the negotiations failed. For some universities this process has led to more diverse solutions some of which will remain in place despite the new deal. Cambridge said: “While standing with the community to achieve a sector-wide deal was important, the University of Cam- bridge has strengthened its determination to develop alternative academic-led solu- tions that advance open research, informed by the invaluable feedback from our com- munity during these negotiations.” For more on plan b: https://bit.ly/3MyYHUe
