Waste Framework Directive (WFD)


In February the European Commission published the call for evidence on an impact assessment on the revision of the Waste Framework Directive (WFD) and invited stakeholders to send their feedback on the document. This marks the start of the consultation process on the WFD revision, which will include measures to foster waste oils regeneration. The call for evidence describes the main objectives of the revision of the WFD and outlines policy options the Commission will look at.


On a general note, the Commission rightly recognises the need to increase the amounts of waste oils regenerated – in line with the waste hierarchy- as used fuel has a higher GHG emissions than regeneration and contributes more to climate change and resource depletion. One of the possible measures the Commission will be considering is the setting of waste oils regeneration targets. GEIR welcomes the direction envisaged by the Commission as the objectives and policy options reflect our priorities.


It remains to be seemed which concrete measures the Commission will propose, but this is a good step forward in the path to increase waste oils regeneration and enhance circularity.


GEIR has provided feedback to the call for evidence by illustrating the importance of restricting the use of waste oil suitable for regeneration in energy recovery as this is contrary to the waste hierarchy and deprives re-refiners of valuable feedback for regeneration. We also, inter alia, urged the Commission to prioritise a better enforcement of the current legislation with regards to the collection of waste oils. It should be noted that we expect a public consultation (questionnaire) to be launched in Q2 2022 and that GEIR will be participating in workshops in the coming months.
