SEISMIC WORKS


The 2012 earthquake highlighted the vulnerability of buildings


concrete, clean lines, and large glazed surfaces to maximise ventilation and natural light. Construction began in 1940, was interrupted by World War II, resumed in 1951, and concluded with the hospital’s inauguration in 1963 (Fig 3). Today, sixty years later, the Monoblock


requires major seismic and systems upgrades to ensure continued safety and functionality (Fig 4).

Masterplan for seismic upgrading Following the 2012 earthquake, which highlighted the vulnerability of buildings, the University Polyclinc of Modena launched a monitoring and intervention programme on the Monoblock. The purpose of the Masterplan for seismic upgrading works is to complete the structural interventions planned for Blocks C, D, E, G, and H of the historic Monoblock of the Polyclinic of Modena. The planned structural works will


achieve a safety level against seismic action equal to 60 per cent of that required for a newly constructed building on the same site, for the blocks under intervention (C, D, E, G, and H). The ‘architectural and systems


completion’ phase includes, in addition to construction and plant restoration, compliance with fire prevention regulations and energy efficiency measures in the areas subject to intervention (Fig 5).

A four-phase construction site After an in-depth overall evaluation, the study carried out demonstrated the impossibility of implementing the interventions in a single phase while maintaining the hospital’s healthcare activities during the structural works. It therefore provides for the identification of four operational phases, in which: l The completion of all phases will allow full testing of the Monoblock blocks under intervention (C, D, E, G, and H), achieving a safety level equal to 60 per cent of that required for new constructions.

l The seismic upgrading intervention will not compromise the healthcare functionality of the facility.


l Each operational phase will be implemented through specific tenders for design and execution of works.


l Each phase has been estimated in terms of timing and economic amounts to ensure feasibility for the construction companies.


The Masterplan for seismic upgrading, in addition to providing a detailed management, administrative, and technical analysis, also includes an economic assessment. The parametric structural cost was


determined by updating the executive estimates available in the records with the new regional price list for public works. For the amounts related to architectural and systems completion, parametric costs were derived from recent projects estimated under PNRR and Article 20 of Law 68/1988 (VI Phase). It should be noted that the amounts relating to architectural and systems completion will be carried out after the structural works.
