B


ill Millar is a Chartered Engineer (CEng), Fellow of IHEEM (FIHEEM), and a Member of the Water Management Society (MWMSoc). He is currently a self-employed Governance and Compliance


Specialist, and a registered IHEEM Authorising Engineer in Water. Bill left school at 17, and completed a four-year marine engineering apprenticeship with British


Petroleum. His career with the NHS started in 1974 as an Assistant Engineer in a large mental illness annexe and a small acute hospital on the outskirts of Watford. He moved into the acute sector in 1978, before relocating to Lincolnshire in 1980. Progressing through the estates and facilities structure at the United Lincolnshire Hospitals NHS Trust to the level of Assistant Director, he successfully completed the Engineering Council examination, which enabled him to become a Chartered Mechanical Engineer in 2001. He became involved with water safety following the introduction of the Approved Code of Practice issued by the HSE, and the NHS HTM technical guidance on safe water in healthcare premises. Bill participated in several major building schemes, and served as the Project lead for the transfer of the United Lincolnshire Hospitals NHS Trust’s residential accommodation to the private sector. He managed the Trust’s Health and Safety team, and served as its Nominated Officer (Fire). An active member of IHEEM since joining the Institute in 1991, he has participated at both Council and local levels. Working alongside other IHEEM members, he helped establish the Technical Platforms and the Authorising Engineer registers for Water Safety and Medical Gases. He is also a member of the IHEEM Membership and Registration Committee. After retiring from the NHS in 2015, he continued part-time as a Governance and Compliance Specialist, undertaking various assignments, including serving as an Authorising Engineer (Water) for NHS and private sector clients. Bill Millar also became involved as a tutor with Eastwood Park Training, contributing to the development and delivery of residential City and Guilds- accredited estate management courses.
