Workforce Lead, NHS England In her role as part of the National Estates and Facilities team at NHSE, Lucy leads strategic programmes that cover all aspects of workforce development – including attraction, recruitment, retention, and career progression. Her current focus includes driving initiatives such as estates and facilities apprenticeships, the graduate scheme, T Levels, entry-level career pathways, and workforce engagement strategies. With over 20 years’ experience in


Equality, Diversity, and Inclusion, she has specialised in designing and delivering positive action interventions to tackle social and economic inequality. Lucy’s work is underpinned by a commitment to fostering inclusive environments where everyone can thrive. Kim Shelley joined Eta Projects in 2008, and has since introduced many key initiatives which now underpin Eta Projects as a key provider in M&E consultancy and design services. As Director, she has full responsibility for ISO compliance and quality control, project financial management, client liaison, business strategy, and HR. For IHEEM, Kim has been involved with the D&I Working Group since its conception, and was instrumental in hosting the first all-female table at the IHEEM Healthcare Estates Gala Dinner. She has a passion for seeing women in engineering and apprentice roles, and also attends the Construction and Property DE&I roundtable events run through Hays.


• David Stevens Director of Estates, East London NHS


Foundation Trust


David Stevens has over 30 years’ experience in building services design, construction, project management, operations, and strategic maintenance planning, and also sits on a number of industry committees, boards, and awards judging panels. He is a CIBSE Silver Medal holder and Liveryman


As a senior leader, and an ‘out’ gay man, I believe it’s my duty to be visible, and to show others that being a member of the LGBTQI+ community is no barrier to achieving leadership roles

Having worked in both the private and public sector, David is currently Director of Estates, Facilities and Capital Development for East London NHS Foundation Trust, where he is also the corporate LGBTQI+ Lead. He is Vice- President of CIBSE, Chair of the CIBSE Facilities Management Group, Chair of the CIBSE LGBTQI+ Panel, and a member of the CIBSE EDI Committee. On the subject of EDI, he says: “I


have consistently championed equality, diversity, and inclusion within the building services and facilities management sectors. My active involvement in the CIBSE LGBTQI+ Panel and the D&I Working Group underscores my commitment to fostering an inclusive environment where all professionals feel valued and empowered.


“I firmly believe that embracing EDI is essential for driving innovation and excellence in our industry. By promoting diverse perspectives and creating equitable opportunities, we not only enhance team performance, but also ensure that our built environments serve the needs of all communities.
