Plastics Europe gives cautious welcome to car recycling rules
Plastics Europe has welcomed proposed updated rules for vehicle recycling – but believes they should go further. The End-of-Life Vehicles Regulation
(ELVR) is due to replace the earlier End-of-Life Vehicles Directive this year. While the European Parliament has called for a 20% recycled target in new vehicles, Plastics Europe prefers
the European Commission’s proposal of 25%. “This is not only achievable but essential,” according to Virginia Janssens, managing director of Plastics Europe. “A 25% target would help create
the market pull essential for a thriving circular economy, but reaching it requires urgent action.”
The association also wants the
target to come into force after 72 months – rather than 120 months, as has been proposed – and for up to 5% to come from circular sources like bio-based feedstock. “However, we are concerned by the
exclusion of bio-based plastics from the ELVR targets,” she added.

of manufacturing space. The new plant was originally announced in September 2024, with a size of 3,000 sq m. Once operational, the facility – due to open at the end of this year – will house 45 injection moulding machines ranging from 35 to 500 tonnes. It will initially employ 100 people, with plans to expand this to 200 within two years. The Chennai facility will initially focus on high- precision plastic injection moulding and contract manufacturing. The original decision to build it came from a collabora- tion with a long-standing customer that wanted production in the region.
