ISLINGTON INVESTS IN HEALTH & SAFETY


Alcumus share details of how Islington Council has used the latest technology to improve systems, maintain revenue streams and build on its commitment to keeping the community safe.


Islington Council represents a diverse community that incorporates both a thriving economy and high levels of poverty. With 19,000 households, the Council provides a wide range of services, with each presenting an element of risk that must be managed effectively.


A core focus for Islington Council is the education sector and, historically, the organisation has been responsible for the health and safety management of 85 schools in the borough. As a main priority, the school system is an important revenue source for the Council that must be constantly maintained.


However, six years ago, Islington Council was faced with a potentially

critical dilemma regarding this key revenue stream (along with all the other London borough councils) when regulations concerning the outsourcing of health and safety services for schools were amended by the Government. The changes meant that schools within the London boroughs were no longer required to outsource their health and safety services to their local council and instead, if desired, could look elsewhere to employ the services of independent organisations.


FINDING THE BEST SOLUTION Faced with an open and competitive marketplace, Islington Council immediately recognised the need to enhance its services by providing a


robust solution that would supply schools with a comprehensive health and safety management service; thus protecting an important client base and reducing the need to look for alternative solutions.


The first step for Islington Council’s dedicated Health and Safety Services Team was to establish the options available. The solution had to be fit for the education sector, whilst also aligning with the council’s own practices. It was quickly decided that an off-the-shelf product was not sufficient and that a bespoke system was required.


To achieve this, Islington Council took a progressive leap forward, and in 2009, took a decision to overhaul its accident
