Crime report Figures previously circulated were noted. A theft at Stream Farm was reported by Cllr Turner. No 59 bus A report was received from John Collins noting the end of the pilot in February. He was concerned that it would not yield accurate results due to the pandemic. This would be raised with KCC. Litter Cllr Turner reported on collection by members of the public. A working party would be organised once COVID- 19 restrictions were ended. Councillor vacancy Two expressions of interest had been received. They would each be asked to submit a letter setting out what they could bring to the role. An extraordinary meeting would then take place for selection. Traffic calming The revised scheme had been submitted to the designers at KCC.


Boughton Monchelsea


Crime report PCSO Pete Gardner was not present at the meeting. The clerk had compiled the crime report using information from the e-watch website. During November and December there were three crimes in south ward (vehicle part stolen and items stolen from outside shops) and three crimes in north ward (theft of shopping, theft of parcel from doorstep and a vehicle theft). Open Quarter Two residents reported a landslip behind their property from the Crest land at Lyewood. It was agreed that the parish council would contact Crest in the hope that the situation could be resolved as soon as possible. Digital mapping Cllr Smith advised that a digital map of the parish had now been purchased. Finger post The sign at Bottlescrew Hill had been renovated and installed. Cllr Munford thanked Cllr Humphryes for all his hard work on this. Heath Road The 30mph limit and village 20mph zone will be implemented in January. Implementation of the 20mph zone in The Quarries will follow. Neigbourhood Plan Cllr Smith advised that nal adjustments to the plan would be made in January and the plan will go before the relevant MBC committee on February 9. A decision statement will follow on February 23. Allotments The clerk suggested that four new half-plots be opened up in the south eastern area of the site. There would be a small cost involved in rotavating the area. This was agreed by all members. Cllr Date said bonres were being lit at the allotment site during daylight hours. It was agreed that the clerk would contact plot holders reminding them of the terms and conditions of their lease agreement. Parish council laptop Cllr Munford noted that a replacement laptop had been bought for use by the clerk. This had been required urgently therefore the

purchase was agreed retrospectively by members. Parkwood Farm reservoir Cllr Edmans noted that the sub-group had met on site with Black & Veatch in November and stated that the groundworks and administrative tasks involved in reducing the reservoir capacity should be completed by the end of 2021. To improve stream water ow, opportunities for channel clearing/enlargement would be considered in spring/summer 2021. Milestone Cllr Humphryes noted that an old milestone had fallen into the ditch at the bottom of Church Hill and questioned whether the parish council wished to take any action to save it. Bird feeders Cllr Redfearn suggested putting bird feeders on the trees on the green. Councillors had no objections to anybody wanting to do this. Cllr Redfearn would discuss this with the primary school. Conservation area Cllr Edmans suggested that the parish council might want to consider installing signage to raise the prole of the village conservation areas. Loose Valley conservation area had installed resin plaques. Cllr Jessel suggested that signage for BMAT land could also be considered. Cllr Edmans agreed to look into costings.


Chart Sutton


Police matters Cllr Underdown reported that a car had been stolen from Amber Lane. The culprit was caught on CCTV trying the handles of several vehicles. Unfortunately, he was not identiable from the CCTV images. No crime gures were available.


Community Together The initiative had been successful in its bid for a £1,000 COVID-19 MBC winter grant and the funds had been received. This provides a small nancial payment to residents in need in the form of £10 vouchers that can be redeemed for goods at the Shop on the Green. Playground inspection The annual report stated a low risk. It was agreed to replace worn chain links (junior and toddler swings), insert rubber matting around the uneven area under the gate and repair corroded parts of the sports wall, with a budget of £500. Debrillator The batteries had been replaced and it was agreed to move the debrillator to the end of the village shop so that it could be plugged in to a power point, enabling the heating to be activated. Flytipping Large oil containers had been left in the ditch at Babylon Lane. This was reported to the Environment Agency, but its response was slow. There had been ytipping on Chart Hill Road, but MBC would not remove it as it was on private land. Flooding Cllr Waring had been liaising with Highways to sort the ooding issues


on Norton Road. The culvert had been cleared on one side, but further work was required. Flooding issues at Warmlake Road/Chart Corner were noted, and the clerk was asked to let Eric Hotson have the details.


Marden


Clerk’s report The yew tree which had fallen in Rookery Path had been cut down and cleared away. The lockdown newsletter was due to be printed and would be distributed to all members who had volunteered to help deliver it. Emergency planning Cllr Turner and the clerk were putting the draft plan together. The clerk was making contact with key personnel/venues and would contact Staplehurst Parish Council for agency contact details. Cllr Turner would ascertain how Marden’s plan would link in with the local authorities. A notice was being put up on social media and would be added to the newsletter. Youth meeting Cllrs Boswell, Robertson and Tippen had attended with the clerk and deputy clerk had attended. County Councillor Hotson and Ellen Shaw, youth hub delivery manager for KCC were also in attendance. Ellen Shaw could offer Marden a youth service once a week as soon as they were able to meet. KCC Youth Service had put together some online events which Ellen would send to the clerk to advertise on social media and via posters on the youth shelter. Flooding Cllr Adam had put together a log of all ooding. It was agreed to forward this to members and the clerk would maintain it. Cllr Adam had alsow revisited the surface water management plan for Marden which had been put together by KCC in 2017. There were a number of actions outstanding, and the ones completed needed to be reviewed. Cllr Tippen would nalise the ood plan when she received Cllr Adam’s report. E-Newsletter The deputy clerk had sent around an e-newsletter to members, who agreed the colour. It was agreed to call the publication “Village Round-Up”. An online survey would be held in a month or so for residents to give their views on the publication and name. Noticeboard The parish council had been asked by the owners of The Old Post Office Café if they could use part of the notice board for their menus etc. It was agreed that parish council notice boards should only be used for council notications and village organisations to advertise events. They should not be used for commercial purposes. It was agreed to review the situation once the library was reopened to discuss whether to relinquish part, or all, of this notice board. Litter Pick It was agreed, due to the pandemic, that the spring litter pick would not be held. Members would consider holding a litter pick in the Autumn if Government guidelines permitted.
