stranger for this last month of 2020, I’d like to remind you of how high that bar
has become, since even the Pentagon revealed its info on “non- terrestrial” ships earlier this year with the public reacting with a collective yawn. Hold on, because it could be quite an ending to 2020…
Locally, with our feet firmly planted on the ground, there are
a number of things to consider. First, the Eviction Moratorium: The Trump Administration is signaling that they will let it end on December 31 of 2020. However, the Biden Administration has also signaled that they would be reinstating a version of it on January 21. As this gets closer and more information is available, updates will be shared! In the meantime, CARES funding and Ohio rent payment funds expire on December 31 as well – and therefore
need to be expended quickly. The Greater Cincinnati Northern Kentucky Apartment
Association (GCNKAA) is hosting several of the documents need- ed for application for funds through CAA and JFS under the Covid Resources. If you have a resident with delinquent rent, these pro- grams will pay up to $5,000. Please make sure that a good contact number is listed as this will likely move in an expedited fashion as the year gets closer to wrapping up. In Kentucky, the General Assembly is gearing up for a fight
with Governor Beshear over Emergency Powers, similar to the push back by the Ohio Legislature in SB 311 on Governor DeWine. During these power plays between branches of government, little else is accomplished…nor is much expected from either branch, on either side of the (burning bridge) river. The lame ducks are wrapping up and even Congress will struggle to fund the govern- ment by December 10 likely causing yet another series of contro- versies without resolution. Regionally, we continue to meet with leaders in Newport,
Covington, Cincinnati, and others across the seven-county (four in Ohio and three in Northern Kentucky) area chartered by the National Apartment Association (NAA) to GCNKAA. There will be a series of changes coming to the three cities mentioned regard- ing their inspection programs and fees structures. Additionally, we continue to represent member interests in eviction reduction pro- grams being developed in Hamilton County. The Ohio Apartment Association (OAA) and the Apartment
Association of Kentucky (AAK) are working on the 2021-2022 legislative agenda and preparing for what will likely be a different kind of year in that even testifying on bills has become more com- plex. Additionally, the funding from programs like CARES and HEROES (assuming it comes in January/February), come with strings and parameters that will focus legislators’ efforts on these funds and then the emphasis on small business survival (vaccine or not) will likely merit the rest of their attention. In the event that you have a personal story of how your small
business is struggling, especially due to the eviction moratorium, please send it to me. For example, I have copies of letters that resi- dents sent to the property manager declaring their inalienable right NOT to pay rent… Those kind of things are helpful when it comes time to push back on legislators to show them the consequences, intended or otherwise, of their laws and regulations.
