Police report Car tyres were punctured in Cobelds. There were reports of nuisance bikes in the area of the footpath off Amber Lane. PCSO Gardner was now patrolling this area regularly. There had been reports of unusual activity with cars in the village, sometimes just idling in the road for no apparent reason. Community together Cllr FitzGerald reported that the initiative had been working well and many new friendships had been made. It was agreed to continue with the support. Noticeboard It was agreed to move the existing noticeboard opposite the Georgian House to the village green. Speeding Members considered a parishioner’s request for 30mph roundels on Chart Hill Road near the junction with Chart Road. However, it was felt current signage was sufficient. Village clean-up It was agreed to provisionally book the next clean-up for Saturday, October 10, meeting at the village hall at 10am. Football licences As the 2019/20 season was cut short due to Covid-19, it was agreed “to offer licences to one team each from Maidstone Inter and Coxheath and three teams from Bearsted for next season at a “one-off” reduced fee of £262.50 for 12 matches, with each additional match incurring a charge of £45. Play area It was agreed to re-open the play area with immediate effect. The clerk was asked to place signs on both gates to the play area, reminding users of social distancing/hand sanitising etc, and providing Covid-19 guidelines. A budget of £800 was set to carry out maintenance on the fencing and to prune trees. IT equipment Members considered whether to employ an IT person to enable all of the parish equipment, where it needs upgrading to accommodate a virtual platform, and to provide relevant training. It was agreed to set a budget of £500. Chairman’s report The chairman reported an increase in ytipping. The chairman also reported that Sean Charlton was to re- submit his recent planning application due to the current lease on the land. Memorial Field It was reported youths were damaging trees in the Memorial Field by pulling branches off the trees to make a den. SW agreed to take a look. Debrillator The Georgian House wanted to move the debrillator further from the entrance. They are happy to do the work themselves. The staff have also requested training on using the debrillator. This would be arranged.
Hollingbourne
Noticeboard The clerk had ordered a noticeboard for the Upper Street end of the village.
Police report According to the Police UK website, there had been eight crime reports and four reports of antisocial behaviour. These consisted of three cases of violence

or sexual offences within the areas of Old Mill Road (near Glosrose Engineering), the Lance Memorial Field and Troys Mead. There was a report of drug use on or near Greenway Court Road, and four crime reports regarding the theft from a vehicle on or near the Pilgrim’s Way/Upper Street area. Only one crime had been reported at the M20 junction eight area in April. Police surgeries PCSO Adlington has been in touch with the clerk with regards to running police surgeries at the Cardwell. The PCSO would like a key to the hall, which hasn’t been usual practice. Members suggested that the surgeries are held on a regular basis, tting in with the pre-school and the cleaner’s rota for attendance. Council vacancy Some interest had been shown in the position and the details had been passed to the chairman. Pavilion Maintenance work had been carried out at the Cardwell Pavilion during the Covid-19 lockdown period, with all health and safety procedures in place. Debrillators Cllr Marshall had checked the debrillator machines in the village. The clerk was nding out whether a paediatric set of pads could be xed upon the machine outside the Village Hall. Off-road nuisance Cllr Ardley expressed his concerns over how difficult it is to get the police to sort out problems with illegal off-road motorcycles and 4×4s. The clerk would write to Matthew Scott. Millennium Green It has been noted that people had been digging into the base of the pond to look for fossils, which would damage the clay lining. Cllr Marshall suggested that signs are placed in the area to stop the digging. Highways Parts of Upper Street and Hollingbourne Hill had been closed for up to four weeks for works to improve the drainage areas. Kent Highways have advised that most of the works had been successful but there was still an issue of ooding around the vicarage in Upper Street. Further works will need to be carried out in this area.
Yalding
Cattle on the fen These had been removed early due to security problems. Network Rail had still not repaired its fence. Community Payback had started putting in posts.
Fingerposts The clerk had again chased the signs for Lees Corner and Woodfalls. The contractor had been out and dug a hole at each site and was due back to erect the posts.
The Kintons The Chairman proposed that an outline planning application for the new facilities and community centre be submitted; all agreed. An architect had been recommended to the clerk, who would be able to draw up outline plans at a reasonable cost. The reconstitution of Yalding and Laddingford Sports Association (YALSA) needed to be escalated before the project could be moved forward. The Tatt Access would be closed for at
least 24 hours to conrm rights of access. Only Tatt Cottage and Bramling House have official access. A time would be agreed with the permitted users. Debrillators The device at the Woolpack had been cleaned and checked. Other backboards need erecting. A cleaning regime had been established for all the debrillators. It seems the one at the top of the High Street might not have been done during lockdown. It had since been cleaned, and the clerk would order new pads. Village green parking There were 20 bollards requested, but the cost of these was not more than expected at £150. It was agreed that the project should go ahead. Play equipment The deposit has been paid for the equipment at Jubilee Field. All play areas were closed until lockdown is lifted, but it was believed the equipment could be tted safely.
Remembrance Day A meeting will be arranged to discuss and clarify the situation.
Bloom competition The chairman suggested not entering this year as it was too late, and tidying needed to be done after the storms. Lorry watch Residents of Wagon Lane were trying to set up a Lorry Watch with KCC. KCC required the parish council to provide the public liability insurance. The insurers are happy with this, providing a risk assessment is send to them in advance. The clerk has written to residents but has not yet received the documentation. Trees at school It was agreed to arrange and fund the removal of two silver birch trees from the reception play area in order for a beautiful rare tree to ourish as suggested by the Kent Men of Trees. Admin support It was agreed to employ a temporary administration person for a few hours per week to give the clerk time to complete the SLCC qualication. Metal detectors A large number of holes had been dug at The Kintons and the chairman suspected metal detectorists. She would send out a note via the parish news saying metal detecting is not allowed. Playscheme It was decided it would be impossible for social distancing in the school hall. The school might have concerns about the use of the hall and some parents might not want to send their children. Play Place did not think they could cope with 36 children and fewer would make it very expensive. Marden and Staplehurst have cancelled their scheme. It was agreed that for these reasons it should be cancelled for 2020. Lees picnic area The chairman proposed an increase in the parking charges of 50p to £3 for weekdays and £3.50 for weekends and bank holidays. The hardstand had been opened for permit holders and Teapot Island at last year’s prices. Highways issues Jenny Watson was progressing with the safety barrier and road markings outside Laddingford School. The road marking would require a Traffic Order so was currently on hold. Other measures were being progressed.
