Admiral Sir Charles Napier, KCB (1786-1860), b Falkirk; entered the Royal Navy as a midshipman, 1799, and served in several theatres of war over the next decade, including two tours of the West Indies; he was present at the capture of Martinique in 1809. In 1814 he commanded the 36-gun frigate Euralyus in the American campaign; in 1832-4 he commanded the 42-gun Galatea in Portugal’s Liberal Wars. In 1840 Napier was the mastermind behind a negotiated peace with Muhammad Ali at the conclusion of the Syria campaign. In 1841 he became the Liberal MP for Marylebone and Naval ADC to Queen Victoria, but upon losing his seat in the 1847 general election was appointed commander of the Channel fleet. At the outbreak of the Crimean War Napier was given command of the Baltic fleet, which carried out successful blockades against a backdrop of criticism from those in senior positions in the Admiralty back in England. Napier was retired from the navy in December 1854 and elected MP for Southwark in February 1855, a post he held until his death on 6 November 1860.
