Cllr Edmans had received several complaints of drivers parking within the bus stop at the Cock Inn end of Green Lane. The clerkwould report this. Parochial charities Cllr Ellis spoke of the Rifgins Trust,whichwas set up in 1611 to help local people.He also explained that the village hall and recreation ground charitieswere set up in the 1980s to provide income for both. Itwas the parish council’s responsibility to ensure theywere properlymanaged.He proposed ameeting to discussmerging the charities and the endowment funds. Thiswas agreed. Goat sanctuary Following the theft of a Land Rover fromthe charity, BobHitch was invited to speak.He explained that the charity,which had been running for 30 years, had 160 goats, ninemembers of staff and about 50 volunteers.Although the site was alarmed and had security cameras, the thieves had driven the vehicle through three sets of gates. The charity had bought newgates at a cost of £460, had extra cameras fi�ed at a cost of £2,000 and had bought a second-hand vehicle. Itwas agreed to give the charity £460 for the gates. Allotments TaylorWimpeywould install a water supply at the site in Langley Park. Car parking spaceswere part of the agreed planning application. Reservoir Rubbish had nowbeen cleared fromthe outfall at Parkwood Farm. WalkmeadowSigns saying “Danger, keep out, sheer drop” had been erected by Cllr Edmans on the fence line at the southern boundary. Finger post The newsign for TheQuarries had not yet beenmade, but the existing one was at thewoodyard to enable themetal le�ering to be used. Warmemorial The plaquewas on order. Clerk’s report Cliff facework in the garden of a property in TheQuarrieswas ongoing. MBC had been asked to carry out a li�er pick on Brishing Lane. Bus problemTheArriva buswas having problems turning fromGreen Lane into Church Street due to parked cars at the junction. Staff at the Curious Eaterywould remind customers not to park on the double yellowlines. NewcouncillorDr Jessel had applied to become a parish councillor. Shewas unable to a�end themeeting but had submi�ed a le�er to the clerk.Herwork in the parish, heading up the Li�erQui�er groupwas discussed and itwas agreed that she be co- opted on to the council. Pavilion The commi�ee had asked for funds towards refurbishment at the pavilion in the recreation ground. Itwas noted that S106monieswere available to spend on the village hall and the recreation ground but that the parish councilwould need to be in control of this. Itwas agreed to forma sub group to take this further.

AllotmentsAll plotswere nowtaken and a waiting listwas in place. There had been communicationwith a number of plot holderswhowere notworking their plots and itwas agreed to give them28 days notice that the leasewould be terminated. Bus group Themeeting heard that the presence of underground services at the bus changeover point nearMorrisons had delayed the start of the bus trial. Itwas not knownwhen the servicewould start. Speedwatch Two campaigns had been carried out. In the first, 10 vehicleswere recording exceeding the speed limit, and in the second, 15 vehicleswere recorded speeding. Four newvolunteers had come forward, one ofwhomhad previous experience.More volunteerswere required. Pig farmCllr Edmans spoke about the smell fromthe pig farmonOld Tree Lane. Itwas noted that residentswould need to report complaints toMBC’s environmental health department. Northward li�er binsMBC had advised they could supply and install co-mingled waste bins at a cost of £300 each,with collection and disposal charged at £8.50 per bin per empty. CllrDale suggested a bin be provided near Campfield Farm,HasteHill Road. CllrMunford noted that thiswas in southward. Speed sign Itwas proposed that the parish council spend up to £10,000 on a speed indicator device, usingmoney fromthe £50,000 highways budget. Thiswas agreed. Plant donations CllrHumphryes noted thatMarlpit farmshop had donated the plants for the flower planters onHeath Road. The clerkwould put a thank you note on the Facebook page. Hedges CllrWhybrownoted that hedges were overgrown onHeath Road. The clerk noted that the hedges between Church Street and Brishing Lane had already been reported to KCC. Noticeboard The board on the post office wall had been renovated and reinstalled by the newshop owner. The clerk had thanked him.


Coxheath


School traffic Representationsweremade by severalmembers of the public about traffic near the primary school. The parish councilwould progress thema�erwith KentHighways as soon as possible. Cllrs Webb and Pagewere tomeetwith the parking servicesmanager fromMBC to discuss parking in the village. Highway improvements The plan developed by the parish councilwould include requests fromresidents for a 20mph limit at the school. Defibrillator Itwas agreed to buy a defibrillatorwhichwould be located outside the Londis store. Website The clerk and Cllr Bird continue to reviewthe currentwebsite and to propose options to improve accessibility and the online presence of the parish council. Li�er bins Fourmixed use bins had been received andwould be installed.Anewbin would be purchased for the play area.


CommunitywardenAdamMcKinley would continue to hold surgeries at the library at 10.30amonMondaymornings. When possible, a councillorwould also be in a�endance.


Headcorn


Warden’s report Rogue trading issues had been raisedwith the community protection teamandwere receiving a�ention. The amount of gas canisters discarded in the villagewas discussed and itwas agreed that the parish councilwould help in educating people about the dangers of such activities. Defibrillator The case had been damaged and needed replacing. Therewere no suspects. Itwas suggested that a sign reading “This defibrillator saves lives” might dissuade people fromdoing it again. Police issues The PCSOsaid there had been an incident involving dangerous driving by twowhite vans on theHigh Street and thema�erwas being investigated by police. There had been a report of anti-social behaviour in the play area onDaysGreen,which policewere investigating. CCTV footage had been provided. Country EyeAn email had been received fromPeter Rollington saying that awatch liaison officer had been appointed and once shewas trained, thingswould be progressing. Hydrants The clerkwas unable to find a hydrant in ForgeMeadows and had again pressed for a copy of the hydrantmap. SpiresAsh The land had been granted village green status andwas now registered as such. Footpath The clerk had received correspondence fromCrestNicholson advising that itwas their intention to provide a footway connection to link the existing footway on the north side of LenhamWay andwould be submi�ing an application. The clerkwould investigate planning conditions. Local plan Themeeting heard itwas essential to challenge the formula being used byMBC to set the future housing requirement. The clerk had drafted a le�er whichwaswith the chairman for consideration.Once ready, the le�erwould be sent toAlison BroomatMBC and copied to borough councillors andMP HelenWhately. May fair The PTFAwould not be organising the fair in 2020, due largely to the change in the bank holiday from MondayMay 4 to Friday,May 8. The councilwas disappointed, but pleased to note that the fairwould be back in 2021. The council acknowledged that the change was tomark the anniversary of VEDay, but felt that due regard had not been paid to thosewho arrange events for the Monday.Ale�erwould be sent to theMP to ask for an explanation.
