This isn’t recycling - it’s flytipping


THE Saturday bulky waste collection service run by Tonbridge and Malling Borough Council is very popular.


But people must be present at the site to load their rubbish into the freighter.


This is to prevent commercial businesses using the service, and to protect nearby residents from rubbish piling up near their homes perhaps for a few days, with all the problems of rats and foxes, and dangers of rubbish blowing around affecting residents and their property.


A mattress, which has been rained on for a few hours, is not pleasant or easy to lift. A discarded sheet of plywood can blow into a car windscreen or a child.


If rubbish is left beforehand, it will not be collected by the freighter crew, but a special collection will be sent to clear away what is regarded as flytipping.


TMBC warns that prosecution may result if waste is left beforehand, and it may lead to the loss of the service from the site. There have been problems at the Winterfield Lane site (pictured) and West Malling Village Hall.


Developer by-passes council in homes bid


AN application by Bellway Homes for more than 70 houses on land between West Malling Station and St Mary’s Abbey is now set to be decided by a government Inspector. Tonbridge and Malling Borough Council has failed to give a decision on the application within the required time period of six weeks.


This entitles Bellway to by-pass the borough planning process and opt, instead, for an “Appeal for non-Determination” which will be conducted by an inspector.


TMBC’s Planning Committee is, nevertheless, expected to consider the application at its meeting on May 29. Members will need to agree the grounds for refusal on which officers will base their arguments at the appeal.


Opponents believe Bellway is likely to base its argument in favour of granting permission on the borough council’s failure to provide a five year land bank of permitted development land at all times.


Government rules say that when this happens, inspectors should grant permission unless there are exceptional reasons why they should not. West Malling and East Malling and Larkfield Parish Councils and Protect West Malling Group, will argue that the effect of the development on the quiet setting of St Marys Abbey, an Ancient Scheduled Monument, and the rural setting of the station, will provide the necessary exceptional circumstances to refuse the application. Trudy Dean, chairman of West Malling Parish Council, said: “I think people will be appalled once more at our planning system which seems hell bent on favouring the developer. If this development goes ahead it will ruin the wonderful feeling of stepping out of the station into real countryside, and also ruin the quiet setting of the Abbey which is home to a contemplative family of nuns, and which welcomes many guests on retreat from the stress of daily life.”
