The President’s FY 2020 Budget includes $138 million for the 52- foot Charleston Harbor Deepening Project, a milestone that provides an opportunity for the project to receive Congressional funding for construction.


Inclusion in the


President’s Budget makes the Charleston Harbor Deepening Project eligible for direct appropriations by Congress through the Energy and Water Appropriations Bill this year. The US Army Corps of Engineers’ (USACE) recalculation of the benefit-to-cost ratio (BCR) to a new score of 6.4 last fall allowed the project to meet the threshold for consideration in the President’s Budget. The new BCR was driven primarily by SCPA’s container cargo volume growth, which significantly outpaced estimates used in the original 2012 study.


For the second year, the Port of Corpus Christi’s Ship Channel Improvement Project (CIP) was included in the President’s Budget for U.S. Army Corps of Engineers (USACE) Coastal Navigation Construction that was released by the White House. The Port of Corpus Christi is the only Texas port included in the President’s proposed budget. The proposed budget includes $53,313,000 in funding for the Port of Corpus Christi’s CIP in the USACE Civil Works budget. The CIP received $13 million in the 2019 federal budget, $23 million in the 2019 USACE Work Plan, and $59 million in the USACE 2020 Work Plan, in addition to the $132 million the Port of Corpus Christi has contributed to the CIP project.


The Panama Canal formally joined the Global Industry Alliance (GIA), a public-private partnership initiative of the International Maritime Organization (IMO) under the framework of the Global Maritime Energy Efficiency Partnership (GloMEEP) Project. GloMEEP is a Global Environment Facility (GEF)-United Nations Development Program (UNPD)-IMO project comprised of maritime industry leaders working to improve energy efficiency and reduce greenhouse gas (GHG) emissions in international shipping.


Navis, part of Cargotec, has acquired privately owned company Cetus Labs, Inc. in the US, a provider of a cloud- based terminal operating system (TOS) Octopi for small container and mixed cargo terminals. With the addition of Octopi to its software portfolio, Navis is better positioned to support thousands of smaller terminals around the world that are eager to modernize terminal operations, yet lack the technology infrastructure and technical expertise required to support a full-scale Navis N4 TOS deployment.


The Port of Corpus Christi Authority’s newest Commissioner and only the fourth woman appointed to the Port Commission, Catherine Tobin Hilliard, was sworn in on Feb. 19. Nueces County Judge Barbara Canales administered the Oath of Office. Hilliard fills the Commission seat left vacant by Canales as she was elected to serve as the first ever female Nueces County Judge. Hilliard will fulfill Canales’ remaining term, which ends on Dec. 31, 2019.


Seaboard Marine announced that it will join the TradeLens solution, a platform developed to promote efficient and secure global trade. Made possible by blockchain technology, TradeLens intends to enhance the shipping industry through a secure interface exclusively dedicated to freight transport. Seaboard Marine will seek to leverage this technology to enhance its relationships with its TradeLens customers, as well as with its business intelligence for improved resource planning, flow of shipping information, processing of documentation, and security of sensitive data.


Phase I of the South End Container Terminal extension at the Port of Halifax is over 50% complete. This involves dredging of soſt material that has accumulated over time. The next phase, construction


of concrete caissons, will begin in the coming weeks. Construction will take place at Richmond Terminals and completed caissons will be barged for placement. As the South End Container

Terminal extension moves forward, the Halifax Authority continues to seek a solution that will reduce port-related traffic in downtown Halifax. Discussions are underway with HPA tenants and CN Rail on how to better use existing assets and infrastructure. The Halifax Port Authority has applied for funding with its partners through the National Trade Corridors Fund in


the most recent round. We are preparing

for additional community consultation as well. The purpose of the extension


is to ensure the Port of Halifax can berth and service two of the Ultra-Class vessels now serving trade routes along the East Coast of North America. Future cargo growth through the Port of Halifax will be rail-based, connecting inland markets to Europe and Southeast Asia through our international Ultra- Class vessel gateway.
