Crime report The deputy clerk reported recent break-ins to the cemetery container where amower and strimmers were stolen, and break-ins at sheds in Aylesford allotments.All had been reported to the police. Cllr Kennedy had organised ameeting with police and crime commissionerMa�hew Sco� where residents were invited to voice their concerns about anti-social behaviour and the possibility of increased police visibility.


Kings Hill


IT issuesAfter a discussion it was agreed to terminate the IT contract, and agreed to progress with a cloud-based system withWeald Computer Systems. Race sponsorship It was agreed to accept the sponsorship for the 5kmand 10km run fromKings Hill Properties for £600. Medical practice It was agreed that Cllrs Beal and Bridger would work with the clerk to arrange ameeting with theWest Malling Group Practice, to ensure that the best interests of the Kings Hill community are represented. Pedestrian access After discussion, it was agreed that Cllrs Bridger, Hurring and Pe�y would undertake amedia campaign regarding the lack of a safe pedestrian access to Kings HillWaitrose. Community centre It was agreed to approve Stannah Lift Services to undertake the lift repairs at a cost of £2,540.


Leybourne


Crime report Chris Troughton, from Camsec addressed themeeting with an overview of camera security systems in place in other boroughs. It was agreed the presentation was productive and that a separate working group would explore the issue further. Waste service It was noted that changes were beingmade to the bulky waste pick- up on a Saturday.At themoment it appeared that the criteria for pick-up would be stricter and residents would be expected to dispose ofmore items themselves. Bird scarers The parish clerk was to call TMBC to determine whether there was any breach of law as the scarers were repeating every couple ofminutes. A20 speeding County Cllr Sarah Hohler said speeding on theA20 was still a safety concern, but Highways had rejected the proposal to reduce the speed limit. Cllr Hohler would speak to residents on Birling Road about proposed changes to the kerb to check if any residents would object to the plan. Horse It was noted that a horse had been tethered in the field on The Chase and

that the fence had been broken. The situation was beingmonitored and the horse appeared to be well looked after. Football club Lease options were being discussed and Cllr Harrison was looking to gather information on costs. Community paybackWork was due to start at the Bombhole. Cllr Ulph would give details to the clerk. Dog fouling The clerk was to ring TMBC to arrange a dog warden bag and flag day. Mobile phones The clerk was to write to all network providers about the poor service in the area. Policemaers Police & Crime CommissionerMa�hew Sco� had approached the council to arrange a coffeemorning. The parish council was to arrange this in conjunction with the chairman. Village hall Cllr Hogwood spoke about the plan for the village hall extension. The parish clerk was to send himthe asbestos report and would discuss with the insurers the intention to have storage in the car park for hirers. The clerk would also explore the relocation of the camera to cover the storage area.


Oam


Quarry site TheWestMalling quarry site had not been included in the KCC Minerals Plan. It was to go to KCC for ratification before a period of consultation. The reason for it being excluded was that it is green belt land. Speed reduction The a�empt to get a speed reduction on theA20 had been unsuccessful. Environmental enhancement Cllr Frankling had received calls from residents to say how nice the workmen were in the village. Once the work was finished, the parish council wanted to repeat the speed and traffic count that was carried out about four years ago. Cllr Hohler agreed to fund this if she had money available. Fire hydrantsMembers would look at the hydrants in the village and report back to the clerk. Lorries It was reported that a lorry going to the farmgot stuck in NorthMeadow and caused havoc – it had been travelling through the village. There had been increasing incidents of big lorries for the farmcoming through the village rather than fromKings Hill. The clerk was asked to write to the farmabout this. Field request The O�amSociety and St Michael’s Church had asked to use Cosgrave Field for Lazy Sunday Jazz on June 23. This was agreed.Mike Rowe would supply a risk assessment and the event would be covered by church insurance. Trees competition CllrWilliams was congratulated on helping the village achieve first place in the Trees in the Village competition. The parish council had been awarded a tree and a cheque for £30. Themoney would initially be


allocated to village projects. Blaise FarmA noise complaint had been received froma co�age on the village green. The resident had been sent Gallagher’s details. The location of the monitoring equipment was questioned. Cllr Ricket had been invited by Gallagher to look at the location of the equipment and councillors had been invited to see blasts being set off. Cllr Ricket would arrange this visit. Gas smell There had been reports of a natural gas smell in the village. British Gas had investigated but found nothing. This would be kept under review. Village hall The roof had been redone and the hall wasmuch warmer. The floor would be replaced in the entrance hall next. Speed indicators Cllr Ricke� had received details about how to retrieve the stored information fromthemobile SID. Members would likemore sites to use the mobile SID and to purchase a second machine. GDPR The clerk was working with Vision ICT to set up email addresses. The Information Commissioner’s Office had accepted the direct debit payment and confirmed the parish council’s registration. Maintenance Councillors wouldmeet at the play area to discuss work needed. CllrWilliams had cleared leaves around the village.A pond working party would be needed. Themanhole cover on the village green had been repaired.Mr Be�s had agreed to store the one tonne salt bag again. WarmemorialMike Rowe reported on the soldier whose name wasmissing fromthememorial. Councillors agreed to pay for this (£315 + vat). The church would liaise with the stonemason.


Wateringbury


Crossroads The chairman announced the public consultation on alterations to the crossroads had been postponed, due to issues with utility companies. Development The chairman reported on an exhibition at Kings Hill by Liberty suggesting areas outside the Kings Hill boundary suitable for development. One area put forward was Heath Farmon Wateringbury Road (40 houses), the same area designated in the TMBC Local Plan as part of a proposed extension to the Green Belt. Keys stolen Cllr Tripp reported keys to equipment on the building site in The Orpines had been taken Speed indicator The sign in Canon Lane had been removed by KCC and could not be repaired. The cost to replace it would be about £6,000, and a traffic survey would need to be done at a cost of approximately £250. KCC would not cover any of the cost. The Parish Council could consider covering the cost. The chairman would contactMa�hew Balfour formore information.
