Regulation of drones
Proposals about regulating the use of drones in the UK were released by the government in July 2017. Since then, the regulation of drones has been transferred to the European Union and now falls under the EU Basic Regulation (2018/1139), which came into force on 11 September 2018. Prior to the adoption of the EU

London East Region visits DP World London Gateway
The Association’s London East Region gathered at London Gateway on 4 October when, in conjunction with the scheduled regional meeting, the group spent some extended time in the hands of DP World. Arriving in the morning, the group
were welcomed at number 1 London Gateway by DP World’s UK chief executive Chris Lewis. Chris presented details of the advantages the port can offer to trade, current services, the expanding logistics park and what the future will bring. The attending party then boarded
a coach where they initially followed the footpath of a container truck accessing the port, followed by an extended full access tour of the port including moving up to shipside to watch and experience a berthed 20,000 teu vessel being operated on. In addition, the tour provided an insight into how rail freight complements the operation, a chance to see where the government agencies are located, a look around the quickly developing logistics park, plus more. In the afternoon, the regional
agenda-led meeting was held at the port, open to all members; the meeting on this occasion contained detailed presentations by guests from London Gateway, Border

Force and the Supply Chain Academy. Detailed discussions included briefing the attending membership with up-to-date information on Brexit, CHIEF migration to CDS, and current challenges in the seafreight sector nationally. Paul Newman is BIFA’s
representative, whilst Scott Baker of the Uniserve Group is the chair for BIFA’s London East Region. Together they act on behalf of Members in the region, presenting topical information gathered from
various sources and attending national policy group meetings. In this role, Paul Newman has
supported the region for a number of years now, setting up numerous port-related events and in more recent times providing detailed consultation on areas such as Brexit and CDS. This year Paul arranged for a
meeting involving the Port of Felixstowe and the BIFA Membership, providing BIFA with a forum to ensure that the port is fully aware of operational issues being felt by the trade. As chair for the region, Scott
Baker holds a seat on the Association’s Council, and also attends the BIFA surface freight policy meetings held at the Baltic Exchange in London on a periodic basis. BIFA’s London East region meets
five times a year, on each occasion providing a platform for the membership in the area to participate in an event similar to the October meeting. All regional Members are

Basic Regulation, drones that were lighter than 150 kg and operated in the UK were under the jurisdiction of the UK authorities, but operators and manufacturers were subject to differing design and safety requirements from elsewhere in the EU. The EU Basic Regulation aims
to create a common regulatory framework for the manufacture, design and operation of drones. Many of the UK government’s proposals for drone operators are included in the EU Basic Regulation, which sets the groundwork for establishing rules that will require operators of drones weighing 250 kg and above to register them and ensure that they are marked for identification. The new rules will clarify that: • Drones must be used in a way that does not put people at risk;
• Operators must know the rules governing their flights and demonstrate the ability to operate a drone safely.
