Parish field Cllr Gooch reported on the recentmeetingwith the landscaping team fromMaidstone Borough Council. Itwas suggested that themain area of the car parkwas solid, relatively flat, and did not need furtherwork. The back edge needed to be cleared of undergrowth and new timber edging installedwith stone to finish.A quotewould be submi�ed for this work and additional quotes for installation of a concrete edge by the bin and options to alleviate themud issue. Pavilion hardstanding Three quotations had been received for the remedialwork – £18,420, £6,120, and £6,410. Cllr Doe proposed to accept the quote for £6,410, seconded by CllrManser. Thiswas agreed. TreemaintenanceA resident had voiced concerns about the height of the conifer and the silver birch trees by the pavilion. Cllr Doewas to visit the site and provide a quote to reduce both trees if necessary. Super goal repairs Playinnovation had suggested that the fence postswere repaired using dyed concrete. Itwas agreed to proceedwith this. Youth football club Itwas agreed to keep the fees at £725 for 2019/20 and thiswas agreed. Itwas also agreed to accept the revised conditions. Allotment plotA human errormeant an uncultivated plot had been re-let,which had led to a complaint. The original plot holder had asked for a refund of the year’s rent (£10) for compensation of lost crops. The gate key had been returned and the deposit had been refunded. Itwas agreed to refund £10 in full and final se�lement of the issue.

Street had its front tyres slashed and front bumper damaged. Plantswere ripped fromthe garden of a home inNorthfleet Close.


GDPR The Local Council PublicAdvisory Service had been appointed as data protection officers for the parish council. All the relevant checklistswere signed by members. Undercroft clearance One of the pavilion hirerswas found to be using the area to store play equipment. Cllr Gooch contacted the hirerswith health and safety concerns, and they had requested that another storage area bemade available. It was agreed to purchase a smallmetal container (at the hirers’ cost) to be situated next to the football club’s container.


Tovil


Groundsmaintenance Itwas noted by Cllr Porter that theweatherboarding on the fence inside the burial ground had been vandalised and needed repairs. Itwas also suggested that themaintenance for the burial ground be carried out by a separate company to the rest of the grounds maintenance. The bins had arrived and were in the shed awaiting distribution. The contractwith Pearsonswas due to expire at the end of the year. Salt bins Thesewould be refilled over the summer, and some had already been refilled. Thiswould bemonitored, along with the li�er in the parish. Newsleer Itwas unanimously agreed to publish the newsle�er. CllrAbigail Hogg was thanked for producing and editing it. Clerk’s contract The chairmanwould ask for a newcontract to be drawn up to go to a 35-hourweek contract, nowthat the assistant clerkwould be taking and producing theminutes ofmeetings. Socialmedia The name of the Facebook


page had been changed from“Tovil” to “Tovil Parish Council”. The socialmedia proposalwas reviewed and itwas unanimously agreed that the assistant clerkwould become an administrator on the Facebook page. Burial groundwall Itwas agreed that the repairs to the burial groundwall needed to be carried out. Some of thework could be carried out by the parish council to save money. Twomore quoteswere needed before a decisionwasmade – the assistant clerkwould action this. CCTV Itwas noted that itwould cost £95 to have the existing camera looked at to find outwhatwaswrongwith it.A full quote for all theworkswas needed, along with the terms and conditions. Itwas agreed to obtain pricing for a second camera to be installed at the junction of Woodbridge Drive and Tovil Hill. Car park Itwas suggested to enquire whetherMBC couldmonitor the Tovil Hill car park. The councilwould look into having a private parkingmanagement company tomanage the car park to deter people overstaying the time limit. The legalities of thiswould have to be looked into. Parking obstructionA parishioner had complained about a lorry being parked just after the turning on Courtenay Road, whichmeant she could not get along the footpathwith a pushchair. Shewas advised to report this to Kent Highways. Footbridge lighting Cllr Frith spoke about the lack of lighting on the bridge crossing the railway into Bower Lane. She had managed to obtain the format needed to write to Network Rail to have lights put on the bridge.
