ACE responds to Legal & General on climate change campaign

CMA and industry agree heat network customer protection

is imperative The Association for Decentralised Energy (ADE) welcomes the Competition and Markets Authority’s (CMA’s) view that the heat network industry should be regulated; a view which aligns with a rec- ommendation made by industry earlier this year. The ADE industry-led Task Force group called for a regulatory framework to reduce investment risk and guarantee customer protection in its Shared Warmth report, published in January. The report also sought to address the challenges created by the natural monopoly of heat networks, including the role for regulation in price, contract length and structure, and competition. The ADE has supported the CMA with

its market study and shared its heat network customer protection proposals as part of its work. “The CMA’s announcement that it is considering regulation of the heat network industry to ensure customer protection is welcome. The Association for Decentralised Energy, together with industry, has already called for regulation and shared this view with the CMA,” said ADE Director Dr Tim Rotheray. “We also welcome that the CMA has

recognised the real customer benefits that heat networks can deliver, providing heat at the same or lower cost than other forms of heat.” Dr Rotheray said industry has a track-

record in proactively working to drive up standards for heat network customers - establishing the customer protection scheme Heat Trust and publishing a Code of Practice to set out minimum standards - in addition to making the call for regulation.

ACE has responded to a letter from Sir

John Kingman, Chairman of financial services company Legal & General on its campaign to ensure that all of their investments mitigate and adapt to climate change. The response from outgoing ACE Chief

Executive and President, Dr Nelson Ogunshakin OBE, outlines that for ACE members Sustainability has to be “embedded in everything they do”, and that they “play a unique role by designing for a future world impacted by climate change”. It also outlines the steps taken by ACE. He writes: “ACE’s Sustainability Group consists of more than 30 engineering and consulting members who all work to pro- mote sustainable business practices in their companies and across the sector. “To ensure our members continue to

meet best-practice the sustainability group is currently reviewing the charter to ensure it remains fit-for-future purpose. The group is working on two reports on sustaibaility. One will provide a series of recommendations for Govern- ment, and the other will seek to be a code of best practices for ACE members. These reports are due to be published in Q3 and Q4 2018. “ACE’s sister organisation, the Environ-

mental Industries Commission (IEC), is the voice of the envrionmental business sector. We represent a number of compa- nies who provide the innovation needed for producing tangible solutions to reducing carbon use and delivering a more sustainable world. “I would like to take this opportunity to thank you for your campaign to date. We will only be able to tackle and mitigate climate change if all are involved. Our sector has a unique role to play and we will endeavour to continue to champion sustainability to all our stakeholders.”
