Smartmotorway The plans for the motorway fromjunctions 3 to 5were discussedwith representatives from Highways England,Atkins Global and Corderoy International,who answered the questions raised. Itwas agreed that Tonbridge &Malling Borough Council (TMBC)would be asked tomonitor air quality on this stretch of theM20when workswere completed. Police report There had been three crimes in Tro�iscliffe: a Ford Transit had been broken into in School Lane; three bronze statueswere stolen froma property in Church Lane and twometal stakeswere stolen froma garden in Church Lane. Kent Police had advised that theywere hoping that a PCSOwould a�end a parish council meeting every threemonths. Defibrillators Both had been checked and the clerkwas to put up two signs on the BT box and at the Jet garage. Play equipment Cllr Robinson said the Bridge Clubmight be able to provide some financial support to buy replacement equipment. The Recreation Ground Commi�eewould assess howmuch funding had been offered. M20 footbridge Hedleyswere stillwaiting for the amended licence and transfer deed fromthe solicitors for Highways England. Dark Skies policy CPREwaswaiting for the consultation documents on the new Local Plan to seewhat policeswere to be put in placewith respect to external lighting, particularly in rural areas. Quarry consultation There had been a publicmeeting to discuss plans for a quarry in Ryarsh. The village hall had been packed and a number of issueswere raised by residents,many ofwhomfelt that the village had already suffered enough. There was concern about noise, dirt and lorries. The clerkwas asked to prepare a response to object to the proposal. Waste collection The current contractwas due to expire in February next year. TMBC was going to tender andwould be looking to savemoney and improve performance. Tenderswere due in byApril. The proposed collection cyclewould include a weekly foodwaste collection, a fortnightly waste collection and a fortnightly recycling collection. Residentswould be able to opt in to a charged gardenwaste collection fortnightly but the council feared that a charged collection could lead tomore flytipping. BigMotoringWorld Planning enforcement had advised that no breaches were currently occurring on the site. The enforcement teamhad devised a notice to be a�ached to cars to try to stop them parking in away that damaged the verges outside Bonheure andwould pursue this ma�er in court if necessary. Kent County Council (KCC)would look into repairing the verges once the parking had stopped. Seekers Trust Enforcement had advised that therewas a breach of planning control regarding the newbuilding in the grounds. The owners had been invited to submit a retrospective planning proposal for the building. Cars for sale The tenant continued to

display cars for sale in Stubblesdown, London Road, but on the highways verge and not on the curtilage of the property. The clerk had reported this activity to KCC andmade TMBC aware. Enforcementwas monitoring the site. Fly-tipping KCC had given permission for a fly-tipping prevention sign to be put up in St Vincents Lane. The clerkwas trying to find one. Footpathmarker The path fromthe recreation ground to the golf club needed a marker by the bridge to directwalkers. Buses The clerk hadwri�en toArriva again about the fact that the first non- school bus at the stop in Tro�iscliffe Road continues to arrive very early, andwas blocking the sight lines out of Park Road. Parking chargesMembers noted the proposed parking charges and that the Traffic Regulation Order for a stretch of theA20 east of Church Road and near Hernewell Road did not correctly reflect restrictions and needed re-making to allow enforcement. Village hallA quiz night had been organised to boost funds as less revenue was being received fromthe caravan club. The churchwas hoping to hold an event in the hall to raise funds for the Heart of Kent Hospice. Itwas agreed that the church should be allowed free hall hire for this event. The Village Hall commi�ee had agreed not to charge the parish council for hall hire sincemembers donated funds to the refurbishment of the hall. Pavilion Cllr Robinson said newheaters were being installed in the pavilion as funding became available.


Mereworth


Cricket clubMembers ofMereworth and Telston Cricket Club asked for permission to erect amore substantial boundary to protect the pitch over thewintermonths. It was agreed that thiswas a good idea. The pitch needed a�ention after the football season.Memberswere also concerned that teams that had booked to play on Saturday eveningswould be unaware that they needed to prepare the playing area. The clerk had explained to themthat they would need tomark out the pitch. Car park Cllr Regan had arranged for a contractor to look at the village hall car parkwith regards to flooding solutions. School parking The idea of the one-way systemat school timeswas not possible. TMBCwas not supportive of any parking restrictions in the lay-by outside the school as thesewould not be enforceable. Kent Highwayswas to look into the possibility ofmarkings on the road indicating “Drop off only”. Cllr Oldenwould speak to the headteacher and explain that the Pavilion was available for use. Itwas thought that the bus stop could be re-drawn to the east of the school gateway to getmore traffic in and out of the lay-by. PavilionA quotation had been received for patio improvements. Seatswould be ordered once the contractorwas ready for delivery.Workwould startwhenweather allowed, and should be complete by the village fete on June 16.


Cricket pitch Itwas agreed that fees should remain the same for the coming season. PCC liaison Rural parisheswere suffering fromreducing clergy numbers, falling congregations and a drop in donations. One solutionmight be tomergewith Wateringbury. Therewas concern that The Rectorymight be sold and the site developed, although thiswas unlikely given the planning protections in force. Speeding The police inspectorwould be invited to a�end the annual parish meeting. The commissionerwas to arrange for speed guns to be used on SevenMile Lane and theA228 and had suggested campaigning for a 40mph speed limit on the road. Councillors felt that permanent speed signs andmobile speed cameras were needed. Itwas suggested that yellow metal camera boxes in the hedges could help to reduce speeding. Allotments The Keep Kent Clean event had been very successfulwith almost all allotment holders taking part. Unfortunately TMBC had not removed the rubbish as arranged as they said therewas toomuch. The clerk had since arranged for the rubbish to be collected.


Ryarsh


Tree felling Therewere no objections to a plan to fell two NorwayMaple trees in Ryarsh Place, as theywere not present when the Tree Protection Orderwasmade. Road safety The parish council had received crash data fromRyarsh Primary Schoolwhichwas requesting be�er signage and a zebra crossing.MP Tom Tugendhat was contacting CllrMike Whiting at KCC. The parish council had been asked to formally request that KCC take action and the clerkwas asked to make this request. Therewas a discussion about hall hire coincidingwith school collecting times, although thiswas only once amonth. Ryarsh Village Hall had approached the hall hirer and asked if they could change their finish time but this had not been possible. Play area improvements Therewas a discussion aboutwhether the play equipment could be cleaned up rather than replaced but itwas noted that the ground work needed replacing. Once the equipment had been removed to allow this, any guaranteewould be invalidated. The quote fromSovereign to divide the remainingwork into two phasesmeant some duplication ofwork. Itwas decided to seek alternative costs. Salt bins Residents at Ryarsh Park had bought a salt bin and therewas a discussion as thewhether the parish council should contribute to the cost. It was decided that Redrow, TMBC or Kent Highwayswould be responsible and should be asked to provide a bin. Data protection The clerkwas keeping up to daatewith general data protection regulations (GDPR).A data protection officer had to be appointed and the parish council had to consider safeways to store data.
