amount for which the home buyer/owner will be able to qualify. Previously, the home buyer/owner qualified at the contract rate offered by the lender. While the actual mortgage payment will still be paid at the contract rate, a higher calculation will be used for qualification purposes. What this means to the actual purchaser is if they are purchasing a home after the Jan 1st dead- line the price of home they will qualify for will be reduced. If they were to buy a home today before the change is implemented and they qualify for a mortgage of $500,000 at the actual bank rate the new mortgage change will mean they can only qualify as

maximum and I believe our government is trying to put the mortgage expenditure for homeowners at a lower price per month to make sure that if or when the interest rates change the homeowner can still afford to pay for their home with new mortgage rates. The media reports make this change into a neg- ative thing and when consumers read how this change will cause prices to drop and people to not be able to afford a home purchase , con- sumers react by not buying or deciding to wait to purchase or move. I don’t necessarily agree that prices will drop. In fact what I do predict will happen is that consumers will wait to buy based on not fully understanding what the changes are but will soon step forward and start looking to buy a first time home or change the home they are living in. Big cities will continue to build high end expen- sive homes and buyers will still want more space , better neighbourhoods or to down size. Young couples will still want to buy a first home. The affordability factor, I believe , will cause the buyer to look outside of the bigger communities and cities and they will look to commutable cities that offer short drive accessibility to work places and give them a bigger home , with more ameni- ties like schools, shopping etc . This will con- tinue to push the market outward from cities like Toronto where buyers will relocate to areas like Burlington, Oakville, Guelph, Kitchener and Hamilton and those people in those cities will commute outward to cities like Brantford, Cam- bridge , and Woodstock. These smaller communities offer less hous- ing, demand will be up, supply down. This will

of Jan 1st 2018 for an approximately $400,000 mortgage. This will reduced the price on the home they are able to purchase. The approxi- mately $100,000 difference could move them down into a lesser neighbourhood, smaller home etc. It will reduce their mortgage payment by over $400.00 as well so this is a positive aspect which hopefully will be outweighed by the loss of borrowing power. I have found that buyers often buy at their
ford and surrounding rural and city areas for over 40 years now and have watched many trends and changes come and go but feel confident our market will soon
until perhaps end of February and then I expect we will see a surge and sales start to pick up. However I don’t believe we will see the way over asking prices experi- enced in the past two year but instead an increase slowly and homes being price more moderately and selling just above or just below asking price. I’ve been selling real estate in the City of Brant-
bring back good prices and new growth in the home building business. I expect our market to experience a slow down
pick up and become an active one by end of March 2018.

Positive Case of Equine Infectious Anemia
Confirmed in Quebec
On November 21, 2017, a positive Equine Infectious Anemia (EIA) result was confirmed by the Canadian Food Inspection Agency’s (CFIA) national reference laboratory for a horse on a premise in Havelock, Que- bec. This animal had been sampled by an accredited veteri- narian prior to it being moved to a new premise; clini- cal signs of the disease were not reported. A CFIA
investigation is underway and as per program policy, a quarantine has been placed on the infected animal and its on-premise contacts. The quarantine will remain until all disease response activities have been com- pleted on the premise, including follow-up testing and ordering the destruction of positive cases. More details on EIA may be found on the Cana- dian Food Inspection Agency website.
