bridge to traffi c on November 17. Army Corps of Engineers - Ed O’Don-
nell, Army Corps of Engineers delivered a presentation about the ongoing and pro- posed dredging projects in Maine and New Hampshire for 2017, 2018, and 2019. The following projects were mentioned in the presentation: Biddeford Pool, ME; Union River (Ellsworth, ME); Cape Porpoise, ME;
Searsport Harbor – Maintenance work; Rye Harbor, NH; and Hampton Harbor, NH. The Harbor Maintenance Trust Fund
equity increased by $76.7 million to $8.83 billion in FY 2016. Total receipts and interest equaled $1,371.2 million in FY 2016. This included taxes from domestic commerce of $60.4 million and taxes col- lected from imports of $1,076.6 million. All transfers totaled $1,294.6 million. The U.S. Army Corps of Engineers received $1,262.9 million, an increase of $58.3 million from $1,204.6 million in FY 2015. The Kennebec River underwent an
emergency dredging project in order to facil- itate the movement of a U.S. Navy destroyer from Bath Iron Works. The dredging project removed about 160,000 cubic feet of clean sand which was relocated off shore. The cost was approximately $913,000 which was paid by the U.S. Navy. The area was last dredged in 2011. A proposed project for the improvement
of the Piscataqua River (and turning basin) requires fi nding a use for the dredged sand. There may be communities in Massachu- setts that are interested in repurposing the dredged sand. The project also awaits fed- eral funding. Searsport maintenance dredging re-
mains an open issue. The project requires the identifi cation of an upland disposal site and is also awaiting funding.
NOAA Update - LT David Vejar; NOAA LT David Vejar recently relived LCDR
Meghan McGovern of NOAA. David, Like Meghan is located in Newport Rhode Island but remains our point of contact for all NOAA issues in the Maine and New Hampshire coastal region. The Integrated Offi ce of Coastal Man-
agement is looking for feedback on the Marine Transportation Interactive Map. Port

Private Aids to Navigation; Great Bay – Carroll Brown, New Hampshire DES Mr. Brown provided a short update on
the Department of Environmental Services (NHDES) including the appointment of Robert Scott as DES Commissioner. Mr. Scott, was sworn in as NHDES commission- er on June 29, 2017. He previously served as commissioner of the New Hampshire Public Utilities Commission since March 2012. Before that, Mr. Scott worked for NHDES for a total of 17 years in the Air Resources Division. Mr. Brown also discussed the private
aids to navigation that are deployed in Great Bay as part of the New Hampshire strategy to protect the sensitive bay from possible damage from an oil spill. The private buoys are anchored permanently to provide anchor points for pre-designed diversion boom to be deployed in the event of a spill.

3. Coast Guard Update: – CDR Andy Meyers – Sector Northern New England Special Anchorage Areas – Belfast
- The Coast Guard proposes to establish two special anchorage areas in the Passa- gassawakeag River in the vicinity of Belfast, ME. This proposed action is necessary to facilitate safe navigation in that area and provide safe and secure anchorages for vessels less than 20 meters in length. This action is intended to increase the safety of life and property in the Passagassawakeag River in the vicinity of Belfast, improve the safety of anchored vessels, and provide for the overall safe and effi cient fl ow of vessel traffi c and commerce. The proposed regulation would create
two special anchorage areas, referred to as special anchorage areas A and B. Vessels
less than 20 meters in length, when at an- chor in these special anchorage areas, will not be required to sound signals or display anchorage lights or shapes when at anchor. Additionally, mariners using these
anchorage areas are encouraged to contact local and state authorities, such as the local harbormaster to ensure compliance with any additional applicable state and local laws. If you have questions about this

Lighthouse LED Projects – CDR Meyers discussed that several off shore light houses will be modifi ed to LED lights. The Coast Guard is approaching lighthouse organiza- tions as well as mariners and other waterway users about the conversion. Currently the modifi cation project is focused only on off - shore lights including: L ittle River; Mount Desert; Monhegan Island; and Matinicus Rock.
The LED lights will improve visibility and enhance navigation safety.
New England investigated a ferry jumping incident from July 2017 involving
Ferry Jumper Case - Sector Northern a
local ferry line. The Coast Guard was able to identify the jumper who will now face a $2,500 Notice of Violation.
4. Old Business/New Business: On behalf of Captain David Gelinas,
Penobscot River and Bay Pilots (in absen- tia).
Captain Gelinas formally submitted a
proposal to the U.S. Coast Guard on July 6, 2017 to improve deep draft vessel anchoring options in Rockland Harbor. Specifi cally, the proposal requests the creation of a formal federal anchorage near Owls Head. The new anchorage will help to better prepare the wa- terway for the coming increase in cruise ship traffi c which also refl ects an increase in the average size of such vessels, as well. Having a larger, dedicated anchorage area will serve all mariners with a clear illustration of where such vessels will likely anchor when coming to Penobscot Bay. The request follows the positive results of the 2016 NOAA survey and the elimination of a charted wreck off Owls Head. The Coast Guard is reviewing the proposal.
