Village hall The village hall extension to the changing rooms has been erected and was nowwater-tight. However, the internal fi�ings and decoration still needed to be done and fundingwas being sought to complete this. It had been found that the flat roof of the hall required replacing and an internalwater leak had caused damage to the ceiling of the commi�ee room. Itwas agreed that the village hall commi�ee should put together estimates for the works and the parish councilwould consider this once received.


Marden


Councillors Cllr Christopher Childs tendered his resignation as parish councillor, inwriting to the clerk,with effect fromSeptember 1. The clerk had informedMaidstone Borough Council and had advertised the casual vacancy. Marraige Cllrs Brown and Turnerwould need to amend their register of interests following theirmarriage. Police The PCSOwill no longer be a�ending the parish councilmeetings unless there is a specific request fromthe council. Therefore crime figures and any other reportswill be read out tomembers. Local Needs Housing In regard to the Maidstone Road development therewere still some conditions to bemet beforework could commence. The clerkwould contact Golding Homes to see if there is any date for commencement. Website It is still being updated and Cllrs requested to submit a short profile of themselves,with photos if possible. Memorial Hall The nextmeeting of hall trusteeswas held on September18 Marden playing field A consultation over a newyouth shelter had been heldwith Marden Youth Club inAugust and Cllr Tippen had submi�ed a report following this consultation. Cllrs agreedwith the proposal of proceedingwith the quote fromRekk. The clerkwas asked to contact MBC to ascertain release of the S106money before entering a contractwith Rekk. Highways Village sign and proposed gateway at Goudhurst Road. Councillors felt thiswas over suburbanising andwould prefer to see theMarden and 30mph sign on a larger gateway with no yellow background.

Calming The clerk had informed the clerk atWateringbury that the parish council wished to support and be consulted on any traffic calmingmeasures at Gibbs Hill/ PizienWell. Chaerbox Cllr Benne� reported that a�endance at Cha�erboxwas very good, withmeetings taking place every third Tuesday at the Hop Pole pub from1pm. Dog show CllrMeredith stated that the dog showat the village hall had not been as successful as had been hoped. KGV field The clerkwas to chase the removal of the dog bin and speakwith Playquest about a newseat for the cable ride. Itwas also noted that the nets need replacing. HighwayA response fromKCC to a report that a pipe had been installed fromthe Three Sons property into themain drain was still awaited. Parking CllrWatson stated that the funding for double yellowlines in Bishops Closewas being chased. Footpaths The clerkwas to accompany Clare Chewter fromKCC on awalk along the footpath onMaidstone Road. The clerk also reported another footpath in the area was overgrown. OrchardMembers resolved to object to a retrospective application for a replacement store, garage andworkshop at The Orchard, Hampstead Lane, Yalding, because the planswere inconsistentwith what had been built. They also noted that the site iswithin a flood zone and metropolitan green belt. They alsowanted it noted that as the newbuilding appeared to be a separate dwelling, this should not be sold separately. PlansNo objectionwas raised to a plan for a detached house at Kings Co�ages on the Maidstone Road. The proposal also includes associated demolition of the side extension to the existing co�age and provision of newparking for both properties. StablesMembers noted that the application for a timber stable block for three horses,with a store roomhad been permi�ed byMBC. Defibrillator Dawn Dunmillwas present and extremely pleased that the defibrillator had been installed. She had a plaque to place beside it. Itwas noted that the chairman andMr andMrs Dunmillwould officiallymark the occasion,with photos and a report in the next parishmagazine. SpeedAmember of the public asked if the council could consider speed calming measures onMaidstone Road. The chairman stated thatmemberswould look atwhat could be considered. Bollards The clerk informed themeeting thatMaidstone council’s Lucy Stroud had been in contactwith Golding Homes about parking on the grass at the end of Bryants Close and the associationwould be pu�ing in bollards to stop the problem. However, some residents felt that two or three parking spaces could bemarked on the grassed area to helpwith the lack of parking. The clerk agreed to contact Lucy Stroud again and put forward the suggestion.


Staplehurst


Summer play The Staplehurst Summer Play Scheme still ran at a loss this year, but the operating deficitwas two per cent


lower than in 2016. Both income and costs had increased due to the extended operating hours and on average 30.25 children a�ended each session. The council agreed to pay £725.18 to Play Place to fund the part of the deficit it had borne. Crime reports Cllr Claridge had a�ended a meetingwith Kent Police,where itwas said that an issuewith recording crimes meant that comparative statisticswere likely to be unreliable until December. Policewere also discouraging the use of Facebook to report crime, the village’s neighbourhoodwatch schemewould benefit fromfresh impetus and the PCSO for Staplehurstwas having to cover a larger area as the policewere down five PCSOs. Incidents had been reported in the Poyntell Road area, and itwas suggested that a CCTV camera could be redeployed if suitable power could be funded and installed. Cllr Riordan also reported a case of vandalismat Jubilee Field. Wimpey Field The Biobli� event held on August 23 had been a great success,with more than 100 people a�ending. Helen GrantMP had opened the newfootpath, and itwas agreed that the current arrangements for cu�ing the grass paths should continue for 2018. Parking problems Correspondence had been received requesting support for extending parking restrictions at the entrance to Chapel Lane and for a review of the “traffic situation” in Station Road. Cllr Riordanwas tomeetwithMBC and wouldmention these proposals. Councillors also noted the results of the KCC consultation on proposed restrictions to parking on Headcorn Road. Clerk’s report The clerk said that vacancies for the parish support officer and caretaker roleswere being advertised, the office team had beenworking on planned reconfiguration of the office space, the clerk hadwri�en toMBC and Secretary of State Sajid Javid about the local plan, the CCTV servicing had been completed, the village planterswere being replanted, the skate park has been repainted, the resurfacingwork on Five Oak Lane and FiveAsh Lane had been scheduled for October, the formal premises licence for Jubilee Field had been received and NatWest had advised that itsmobile branchwas due to start service on Saturdaymornings in October. New website Itwas agreed to followthe recommendations of the communications group to approve the newwebsite and to redirect the existingweb address to the newone,www.staplehurst-pc.uk, and to give notice to the existing supplier of the website for the contract to end nextMarch. Clean-up The council resolved tomake budgeted donations of £50 each to Staplehurst Youth Club andMen’s Shed for their assistance at the Village Clean-Up, whichwas a success evenwith slightly fewer participants. Cllr Riordanwas to promote a “Keep Staplehurst Tidy” message via socialmedia, and Cllr Buller said the Stations Redevelopment Group would look at initiatives to be taken.
