Nelestead


Chaerbox Cllr Jackie Benne said aendancewas very good. Meetings take place every third Tuesday at 1pm. Village hall There would be a dog show on the field by the village hall on July 8. Playing field The grounds maintenance contractor for the King George V Fieldwas now informing the clerk of the cuts. The clerk had also placed a book for signing at the church. The new play surfacing had been installed and all memberswere extremely delighted with this. The contractor Abacus had carried out the work to a high standard. It had been agreed to pay £150 to the grounds maintenance contractors to clean all the fitness equipment before the installation of the new playing surface. Cable ride The clerkwas asked to contact Playquest to ask whether a different kind of seat could be installed on the cable ride as the existing onewas still being chewed by a dog. The dogwardenwas aware of this and stated that itwas in hand. Hedges/verges The clerkwas asked to speak to Maidstone Council about another lier pick in the village. The clerk would also report the footpath from the boom of Gibbs Hill all theway along to Nelestead Green which had been partly cleared but needed to be completed. The clerk would also ask the dates for the scheduled footpath cuts in the parish.


Defibrillator The clerk had obtained two quotes but would try for a third. Shewas also seeking quotes for the electrics. Four volunteers had come forward to be trained on the defibrillator. County Cllr Paulina Stockell had also agreed to help towards the defibrillator through her community grant. Planning Members resolved to have no objection to an application for a new timber stable block at Diamond Place Farm, Maidstone Road, Nelestead, but supported the concerns highlighted by the Environment Agency onwaste,waste disposal and damage to thewater course. Budget The annual return for 2016/17was approved.


Staplehurst


BT contract Itwas resolved to approve a 24- month BT Business Complete contract with fibre broadband and unlimitedUKlandline calls.


Electricity contract Three suppliers’ quotationswere considered and itwas agreed to accept a three-year contract with SSE Energy offered via Energy Helpline. Village centre The chairman of Staplehurst Village Centre Trust set out the trustees’

intention to refurbish the main building and rear extensions and pull back from the Village Centre Redevelopment Group. Itwas agreed to pass on the feelings of the parish council. Cllr Lain-Rose would arrange a meeting of the VCRG and the parish council would receive updates as appropriate. NatWest The bank had advised that its Tuesday afternoon drop-in sessions at the library would start from June 20, but there was no confirmation about the mobile branch visits. Annual report Thiswas due to be delivered throughout the parish from June 9. Play scheme The programme and information for the summer play scheme were available on the villagewebsite. Annual meeting Feedback following the meeting suggested that presentations should be shorter with more focus on Staplehurst. Some aendees had had difficulty hearing and others needed help to use the microphone. There had been more aendees than in recent years, although figureswere still low, relative to other parishes.Aleer of thanks would be sent to presenters. Carnival and feteAnumber of volunteers came forward to man the parish council stall at the fete on June 24. Surrenden Field Cllr Reardon discussed his report containing three quotations for construction of a new footpath at the southern end of the field and installation of a land drain. Itwas agreed to accept the quotation of £15,890 by Whites Landscaping with the work to proceed subject to agreement fromMBCas freeholder. Wimpey Field Quotations had been received for the cuing of paths and open areas.Anew footpath and an extension to the seating areas. Itwas agreed to accept the quotation from Twig Group at £981 per cut, and from South East Groundworks for £2,800 covering the length of the path.

ResignationAleer of resignation had been received from Cllr Riden. The clerk had informed Maidstone Borough Council and advertised the vacancy on the noticeboard. Local council award scheme Cllr Poulter proposed that the parish council enter this scheme. Following a lengthy discussion, it was agreed to move forward with this. It was agreed that the clerk would use Fridays as a study day. War memorial play area TheMBCreport noted that an Arris railwas broken and the wooden ladder on the multiplaywas roen at ground level. Allwere low risk or satisfactory. The clerk had asked the contractor to repair the wooden ladder and add a bitumen sleeve to the boom of the steps.


Harbour play area TheMBCreport noted that everythingwas low risk and satisfactory. Open spaces Flytipping had been reported and dealt with. The sundial area had been cut back and tidied up by the Cubs. Smallholding on Tumblers Hill The owners had asked for permission to tap into the water supply at Bowhalls. The clerk and chairman met with the landowner and confirmed that the boundary is in the middle of the hedgeline. Theywere not prepared to put up posts but, if necessary, would enter into a boundary agreement. Itwas agreed that the tap could be put in place for a six month trial period, withwater being used


overnight from 10pm to 6am. The meter and the isolating tap would be in the middle of Bowhalls at the T-junction. The contractors would need to supply proof of public liability insurance. Crime report The clerk had reported criminal damage to the bench in South Lane, next to South Bank. Maidstone Borough Council had removed it andwere repairing it.Areport from PCSO John Boyd reported a theft of a tree and fencing from a building site inWarmlake Road, aswell as the burglary and damage to sheds, and the theft of a chainsaw and a pressurewasher. Sheds had been burgled in Chartway Street and dieselwas stolen from Braemar Service Station.Awooden bench had been damaged in North Street. Six road accidents had been reported in the month before the meeting.


Ulcombe


Sure Start Sure Start Children’s Centre had requested the use of the recreation ground onAugust, either 3, 10 or 24, for an outreach summer event for under-5s. Thiswas agreed. More details from the clerk. Recreation play area The clerk would research the cost of replacing the current lier bin outside the pavilion. Representatives from play equipment companies would be contacting the parish council with ideas for upgrading equipment for the play area. Highways Kent Highways had advised that the proposed white verge lines on The Wents/Kingswood, Lenham Road, would not be carried out until after the second road traffic survey at end June/early July. This was because the road surface required repair with microasphalt whichwas not programmed before end July. Trees Itwas agreed to map the important trees in Ulcombe, both with and without tree protection orders.


Wateringbury


Elections Cllr Trippwas re-elected as chairman. No one came forward to stand a vice chairman so this postwas left open. Vacancy Therewas one vacancy on the parish council and three candidates – Sarah Hudson, Margaret Daly and Lucy Barrow. Following a secret ballot, Margaret Dalywas co-opted as a member of the parish council. Crossroads Cllr Balfour said funds had been made available from the Local Enterprise partnership to look at the crossroads problem. There would be an investigation into improving the site and a report would take into account surrounding landowners. Residents would be able to respond to the report before a proposalwas put forward. Drayhorse Meadow The lease had been signed with Lesley Monk. Lesley had carried out considerable work on the stable at her own expense.Aleer had been sent to the clerk asking for permission to carry out any work. Therewere metal plates on the doors of the stables whichwere considered to be a hazard by Lesley’s insurers and would have to be removed. Future work on the stable was possible. Itwas suggested that photographswere taken of work carried out. PizienWell Road The vegetation around the 40mph sign at thewest approach of the road had still not been done. The other sign at the eastern end of the approach had been knocked down again andwas facing the wrongway.
