President’s Message by Wayne M Willoughby


Dear friends and colleagues, Thank you for the honor of allowing


me to be your President. I pledge I will work as hard as I am able to leave MTLA in even better shape than that which our outgoing President, David Albright, left it for me. That will be a very difficult task indeed. Pulling from the Preamble to the


Maryland Rules of Professional Con- duct, I announced during my installation speech three core areas I will direct MTLA to pursue vigorously during my term as President. Those three areas are:


• Cultivating knowledge of the law and strengthening legal education;


• Devoting professional time and resources, and civil influence, to ensure equal access to the courts;


• Furthering the public’s understand- ing of and confidence in the rule of law.


In the first area, your MTLA has always


presented top tier continuing legal educa- tion programs and regularly produces an outstanding legal publication, in the Trial Reporter magazine. We will continue our tradition of quality CLE under the direc- tion of our new Education and Program’s Chair, John Cord of Baltimore County, his Vice Chair, Greg Lockwood of Balti- more County and Chair Emeritus, Rod Gaston of Anne Arundel County. Like- wise, the Trial Reporter will remain in the capable hands of Publications Chair Richard Neuworth of Baltimore County and his Vice Chair, Elliott Andalman of Montgomery County, with Louise Lock of Baltimore County in charge of MTLA’s electronic publications and the member- ship directory.

MTLA members think the listserv is the most valuable membership service MTLA provides.


Nevertheless, CLE and publications


is not sufficient, in my view, to meet our mission. We need to revitalize our Young Lawyers Section and reinstate MTLA’s Mentor-Mentee program to provide additional guidance and train- ing to new lawyers and anyone else needing assistance in the practice of law. Breathing new life into MTLA’s Young Lawyer Section will be Bob Zarbin of Anne Arundel County and Ken Berman of Montgomery County. Beth Frey of Baltimore County and Jim Otway of Wicomico County will undertake estab- lishing the Mentor-Mentee program. In the second area, MTLA will continue


to advocate before the General Assembly and the Court of Appeals for the protec-


tion and expansion of rights for injured Marylanders. This year, however, we will be training more of our members to be- come involved with the legislative process and we will sponsor our first “MTLA Leg- islative Day” for our members to come to Annapolis in large numbers and speak with their elected representatives about the civil justice system. Our legislative team will be lead by


George Tolley of Baltimore County and Laura Zois of Anne Arundel County, and supported by our lobbyists, Daniel Do- herty, Frank Boston and Fran Doherty and MTLA PAC Chair, Bruce Plaxen of Howard County. Our judicial advocacy efforts will be lead by our Amicus Committee Chair,
