COST EFFECTIVE & EFFICIENT USE OF RESOURCES
Sir Hugh Orde, President of ACPO has said that he would welcome a Royal Commission on policing, which would be the first of its kind since 1964, suggesting such a review is well overdue. Such a commission would hopefully uncover the details of the activities that have led to bring senior officers into disrepute. Having covered the senior officer strength issue, there are essential reforms required in the operational and financial areas of senior management. The resources we speak of here are those of staffing (police & civilian) as non staffing costs were covered under police force mergers.
• West Midlands is a high performing force with 81 per cent of its officers at constable level. Only between 72 per cent and 79 per cent of officers are constables in other forces. If all police forces were to manage their constables with the same amount of senior officers as West Midlands, savings would free resources equivalent to at least 6,326 frontline officers.

If the current ratio of three Sergeants for every Inspector could be increased to six Sergeants for every Inspector, this would result in savings of over £178 million per year.
If a ratio of eight frontline staff for every officer of management rank could be achieved, this would result in savings of at least £1 billion per year.
Police staff levels of 82, 181 in 2009, costing £2.7billion could be halved through force mergers, potentially saving £1.3billion Police staff overtime could be halved saving £31million
• Of the 100,000 or so police officers engaged in non front line activity, if 25% of them were returned to front line duty, this would save additional recruitment costs (at 2 year constable level) of £670millon.
