KEY AREAS FOR REFORM
Basic pay, overtime and pension arrangements are sacrosanct and should be ring fenced within reason, along with front line resources remaining under the control of the force, trusting to the discretion of the frontline supervision.
Instead, we focus our attention on:-

Scrutinising the continuing value of 349 ACPO officers & 3,408 SMT Ranks, demanding that forces prove beyond doubt, the need for so many Chiefs drawing such a disproportionate percentage of the total staffing cost, both in numbers engaged and the bonus payments that are shrouded in secrecy.

The pros and cons of force mergers
The need for a transparent, independent and detailed review of ACPO, the APA and the NPIA – their value and cost. We have also recommended that if they are to remain, it amalgamation of the resources should be considered, to avoid the blurring & overlapping of responsibilities, at the same time shaving millions of wasted expenditure.

The need for a review of the police staff system. Has civilianization delivered its intended purpose? Or is it largely a costly waste that diverts too much resource away from where the real need is, at the front line of policing.
An in depth, force by force, independent review of the police officers engaged in non response functions. We remain convinced, from our work on reducing response numbers, that more effective deployment of resources, again to the front line where it’s needed, would deliver well in excess of the savings forecast from cutting valuable overtime budgets. In fact, delivering these troops back to the front line, would, we advocate, reduce the problem into insignificance.

A thorough, independent and expert review of the current non staff costings area for every force. Centralised sourcing for many of the spending areas of supplies and services would deliver millions in cost saving benefits.
The think tank reports we have seen miss the point. They focused on the headline grabbing areas instead of policing expenditure that can be reduced or resourced alternatively, without the adverse effects of tampering with overtime. They focus their attention on areas that will lift their profiles and attract the next commission, rather than strip the problem down to its bare bones and determine the right solutions.
