The Home Office statistical bulletins are a useful resource for pinpointing officer numbers in England & Wales and spotting trends that are evident in force strength, reflecting gender, ethnicity and staff (civilian and PCSO) numbers.

The recent improvements to the HMIC website and the information it produces, adds to the resource with recent detailed data collated from forces about :-



Income & Expenditure

• Workforce • Offences • Outcomes & Satisfaction

The purpose of this report is to take the information from both resources and go a stage further, by breaking down the numbers more precisely. We look in detail at the ACPO ranks and all other ranks below them, providing a force by force and total picture, of the numbers of each rank within each force. The next stage was to list the basic salary of each rank (Chief Officer pay scales differ depending on the challenges each force presents to manage). By multiplying the numbers within each rank by the basic salary assigned to it within that force, we were able to determine the force basic salary costings and thus, the total basic salary expenditure for the forces of England & Wales, split by each of the ranks.

The revised data provided by the HMIC enabled us to identify staff costs (civilian & PCSO) and therefore the total staffing costs for each force. For clarity, we have presented our findings in the initial reports less overtime paid. We then reproduce the HMIC reports inclusive of overtime. The data we present here is confined to staffing costs. Additional costs such as transport, financing, equipment and materials are contained in the HMIC force profile reports and may form the basis of future reports.

At a time when policing is being closely scrutinised, and proposals are being tabled for substantial cost cutting measures, it is vital that true value for money is provided.
