Too many police chiefs? - A review of police strength and costs in England & Wales 2010

Police pay analysis by rank—basic salary costs by force and rank as at 31st March 2009 (Excludes overtime—based on each officer being at two year service level within the rank stated).

The preceding page contains the sum of the salary costings for each of the 43 police forces of England & Wales, by multiplying the number of officers within each rank by the 2 year service level salary for that rank. Totalling all the ranks provides force totals by rank. Totalling the force totals produces rank and national totals.

The total police officer basic salary costings for all forces is £4,411,476,996 Referring back to the officer numbers and relating these to the costs, the table is as follows:-

Whilst it would not be realistic to suggest that all ACPO and SMT ranks should be dispensed with, their collective numbers and costs appear disproportionately high.

It should be noted that these calculations are based on each officer having attained 2 years in their respective rank and do not in- clude overtime payments. If the same calculations were used, assuming that each officer had attained 5 years in the rank the basic salary cost would rise to £4,767,572,094.

In reports that follow, we will look more closely at the total police staffing and non staffing costs as collected by HMIC. These calcu- lations will show overtime split by police officer and police staff (civilian and PCSO), and the non staffing items that make up the total police costings.
