Sealed bids for invitation for bids #0504530016 will be received by the Office of Procurement for Montgomery County, Rockville Center, 255 Rockville Pike, Suite 180, Rockville, Maryland 20850-4166, until January 20, 2011 at 2:00 PM, local prevailing time for the Replacement of Bridge No. M-138, White Ground Road over Bucklodge Branch. Bidding Documents may be examined at the above address. This project is classified in the Maryland State Highway Administration Cost Group Letter Class D.


Montgomery County PrevailingWage Rate Law is Applicable to this solicitation.


An optional pre-bid conference will be held on January 6, 2011, at 10:00 a.m. at DOT-Transportation Engineering,100 Edison Park Drive, 4th Floor SE Conference Room, Gaithersburg, MD 20878. Although this is an OPTIONAL pre-bid conference, it is highly recommended that prospective bidders attend.


The project is located in Dawsonville, Montgomery County, Maryland, and is for the replacement of Bridge No.M - 138, a single lane bridge carrying White Ground Road over Bucklodge Branch.


The work to be done under this contract will consist of, but not be limited to the following:


1. Set up the detour route in accordance with the Traffic Control Plan and close White Ground Road during completion of all items of work as shown on the plan sheets for this project.


2. Install and maintain Sediment and Erosion Control devices as shown on the plans and as required by various agencies through out the project.


3. Install Temporary Stream Diversions as needed for the staged construction.


4. Remove and dispose of the existing steel beam bridge and abutments in phases.


5. Install a new concrete slab beam bridge.


6. During the stages of construct install scour protection for new bridge abutments.


7. Construct improvements to about 500’ of roadway and overlay about another 200’ of roadway adjacent to the bridge.


8. Remove and replace with new about 500’ of traffic barrier along White Ground Road.


9. Remove trees, repair scour hole, install stream restoration and install forest conservation items in accordance with contract documents.


10. Remove temporary work, re-grade and stabilize disturbed areas along the length of the project


11. Reopen the road to traffic upon completion of the project work.

No bids may be withdrawn for a period of one-hundred twenty (120) days after opening date thereof. The Director, Office of Procurement for Montgomery County reserves the right to reject any or all bids, and may give an offeror an opportunity to cure any deficiency resulting from minor irregularity in a bid or waive the deficiency, whichever is to the advantage of the County. The decision of the Director with respect to whether a defect is a minor irregularity is made in the sole discretion of the Director and is not subject to review.


Bid security must be in the form of a cashier check, certified check, bank letter of credit or bid bond in the amount of not less than five percent (5%) of the Total Base Bid.


This solicitation is subject to the Montgomery County Code and Montgomery County Procurement Regulations regarding participation in the Minority-Female-Disabled (MFD) procurement program. All due and/or unpaid water bills, water and sewer facility charges and front foot benefit charges are payable by the purchaser without adjustment. Taxes, rents (other than ground rents) and any other annually payable public charges and assessments, including any condominium fees and/or homeowner’s association dues, if applicable, will be adjusted to the day of sale and thereafter assumed by the purchaser. All costs of conveyance, including transfer taxes and recordation taxes will be paid by the purchaser. Forfeiture of the Deposit shall not limit any rights or remedies of the Substitute Trustees or the Beneficiary with respect to any such default. If the Property is resold after any such default, such re-sale shall be at the risk and the cost of the failing bidder, and the failing bidder shall be liable for any deficiency between its bid and the successful bid at the resale as well as the costs of conducting such re-sale.


Immediately upon conveyance by the Substitute Trustees of the Property to a purchaser at foreclosure, all duties, liabilities, and obligations of the Substitute Trustees, if any, with respect to the Property so conveyed shall be extinguished. In the event the Substitute Trustees do not execute a deed of conveyance or other necessary settlement documents, the purchaser’s sole remedy shall be the refund of the Deposit.
