DEFRA rules out 2026 legislation to alter 2027 HFC phasedown
T
he Department for Environment, Food & Rural Aff airs (DEFRA) has confi rmed that no legislative changes will be made this year to alter the next stage of the UK’s HFC phasedown, giving the refrigeration and air conditioning sector clarity ahead of 2027.
The phasedown step scheduled for 1 January 2027 will therefore remain as set out in Annex 5 of the current F-gas Regulation. DEFRA said this approach is intended to provide certainty for businesses planning equipment, refrigerant
supply and compliance strategies for the next quota reduction.
The department said its decision follows an assessment of 137 consultation responses, which indicated that further work is needed before reforms can be fi nalised. Offi cials stressed that the government
remains committed to delivering “ambitious reform” of the HFC phasedown. A report summarising consultation feedback, along with an outline of proposed next steps, is expected later in the year.
