ECHA proposes further phthalate restrictions


The European Chemicals Agency (ECHA) has submitted a proposal to restrict four classified phthalates in articles: bis(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), diisobutyl phthalate (DIBP) and benzyl butyl phthalate (BBP). The four substances were


already on the Authorisation List; ECHA, therefore, had to consider whether their use in articles poses a risk to consumers and concluded that it does. ECHA has published the


Annex XV restriction dossier on its website despite the fact that its sub-committees are currently performing a conformity check on the dossier. This is a change to normal practice, the agency said, and was done “to increase transparency and to help stakeholders prepare for the future six month public consultation”, which is expected to take place in


mid-June 2016 if the substanc- es pass conformity. l Separately, the French Agency for Food, Environmen- tal & Occupational Health & Safety (ANSES) has concluded a toxicological evaluation of 1,2-cyclohexanedicarboxylic adic, diisononyl ester (DINCH), another plasticizer that is used as a replacement for classified phthalates.


This was performed in the


context of the national strategy on endocrine disrupting chemi- cals and the REACH Public Activities Communication Tool - Risk Management Options Analysis (PACT-RMOA). It concluded that DINCH does not require any specific risk management measures.


Regulation of DINCH and other plasticisers in sensitive applications, such as medical devices intended for neonatal and premature care, can therefore be left to legislation specific to such applications. The move was welcomed by


the European Council for Plasticisers & Intermediates, which said that ANSES “has confirmed the already existing reassuring data available on DINCH”. ❙ http:/echa.europa.euwww.plasticisers.org


BASF and Kolon pair up in POM


Kolon Plastics and BASF are to form a 50:50 joint venture to manufacture polyoxymethylene resin (POM) in Korea. Kolon BASF innoPOM will


have an annual capacity of 70,000 tonnes and will be located at the existing Kolon Plastics production site at Gimcheon in Korea, which already manufactures POM. The new production is scheduled to start operation in

the second half of 2018 and will be world’s largest POM production complex, according to the joint venture partners. BASF said it will discon-


tinue production of POM at its facility at Ludwigshafen in Ger- many once the new Korean capacity is operating. Kolon BASF innoPOM

respective trade names and proprietary formulations. “The markets for POM are growing around the world.
