Garden competition Cllr Cheeseman had arranged for BruceWaldock to judge the short-listed gardens after July 9. ShedAn order had been placed for the selected shed costing £1,502. Downswood Community Association had advised that the Community Payback Team would be able to build the shed.


Harrietsham


Communitywarden Thewarden spoke about dog fouling and planned joint action with Maidstone Borough Council. He stressed the need to report events as they happen, so that they can be logged to build up a picture. His comments followed an incident when stones had been thrown at the swans on the lake. Dog fouling Cllr Dean had produced an in- house leaflet on dog fouling and handed copies round. They would be placed in vets’ surgeries and in the post office. Lake algae The responsible finaance officer said the commiee had considered a number of options for treating the lake and the only viable onewas to use Bioaqua. Hawkhurst Fish Farm confirmed the cost and itwas agreed to ask them to supply one treatment. Woodlandswalk Cllr Dean said the section of the fence to the left of the entrance had roed on one post and various other boards needed replacement. Two quotes had been sought – £440 for repair and £1,225 to replace the whole section. Itwas agreed to write to the resident who shared the boundary suggesting repair, unless they were prepared to contribute the balance of £785, in which case the section would be replaced. Church hire The RFO said the parish council was unable to use the large hall for the annual meeting as the trusteeswere unwilling to try to re-arrange the existing bookings. The meeting would therefore be held in the church. Fun club Therewas a strong desire to support the club with a grant, but therewere concerns about child safety policy, particularly the ratio of DBS-checked helpers to children. The RFOwas asked to seek more details on the DBS checks; the names of other helpers; clarification on the leadership of the club; the name of the nominated child protection officer and the first aider; and confirmation on how numbers would be monitored. Cllr Dean asked if the Church Road drains could be checked by KCC as she thought they might be blocked. Sponsorship boards The Village Hall Trust had asked for advertising boards for the music festival. Cllr Dean pointed out that last year some had been left on the field for months, and had appeared very early on. It was agreed that three boards could be placed on the Glebe Field, no earlier than July and they should be removed the day after the festival. Music festival Therewas a request for the Glebe Field to be used as a car park for the event. The proposed opening time of 11.30amwas agreed. The entrance would be marshalled by organisers at all times and would be closed at 9pm. Vehicles left after that time could be collected the following day by arrangement. The usual caveats regarding damage repairs would apply. Future eventsAGet Active event would take place on the Glebe Field every Saturday at 9am. The Big Lunch would take place on June 4.


Hollingbourne


Advertising vehicle The “graffiti-covered” advertising vehiclewas still parked on the junction 8 roundabout. The parish clerkwas to contact PCSO Dave Rowley. The vehicle had since been moved. Tyre barrier Scaffold poles had been driven into the ground and tyres placed on them along the fence in Greenway Court Road. It was unsightly and could possible be classes as fly-tipping. The clerkwas to look into this. Petanque court The WI and MrDDavison had approached the parish council with regards to the maintenance and repair of the petanque and boules piste area behind the Cardwell Pavilion. The cost would be £180. Cllr Benne proposed that the parish council fund the works. Thiswas agreed. Crime reportAmobile phone had been stolen from the services at junction 8. There had been a case of threatening behaviour at Eyhorne Street and criminal damage to a vehicle in Eyhorne Street. Therewas one call made to the police regarding nuisance vehicles. Patrolswent to various locations butwere unable to stop any vehicles. Air ambulance There had been a request for a grant of £250 towards the work of the air ambulance. The parish councilwas unable to provide help in this instance butwas willing to offer a free pitch to the charity at the village fete. Village hall Cllr Bedwell said the lease on the village hall had expired inAugust 2016. The hall commieewas trying to get a new lease but a third partywanted to buy the car park. Itwas hoped the situation could soon be resolved. Tree mystery Cllr Bauer said a beautiful tree had been planted on the roundabout at the Ashford Road entrance to the village. Itwas not known who had planted the tree. Members wondered whether it would affect drivers’ sightlines. Cllr Ardley said studies showed it would slow down traffic at the roundabout, which would be a good thing. Overgrown landAresident had reported untidy land outside the fence next to the footpath on the corner of the Ashford Road entrance to the village. The council thought the land might belong to Leeds Castle and


the clerk would contact them to arrange for its maintenance. Playground report CllrWard and the clerk met with the playground equipment supplier who recommended that a tree surgeon inspect the overhanging branches near the playground with a view to having them trimmed back. The clerk would arrange for a tree surgeon to inspect all the trees around the Lance Memorial Field and submit a quotation as soon as possible. Fete report The datewas set for June 10. The bar and food provision had been arranged. Cllr Ardley said therewas also a full programme of events for the fete and an ice cream vendor had been booked. Twinning On June 24 and 25 there would be a visit to Templeuve-en-Pevele for boules training and fun. The visit would include a trip to the Lille Old Town, a cabaret, dinner and barbecue. Anyone who wished to go should contact Cllr Cobbe. The Templeuve golf tournament would take place on June 26.


Street lighting Cllr Ardley suggested that the clerk contact the contractor to ask for a reduction in the cost of the contract as the parish now had LED lights which needed less maintenance. Parking Cllr Benne noted the bad parking in the village. Inconsiderate driverswere leaving their cars in private car parks, restricting business opportunities for local pubs. The parish council encouraged drivers to park more respectfully.


Leeds


OrganisedwalksAresident asked if the extension to the church car park could be used two or three times a year for organised walks in the parish. Thiswas approved and Cllr China said he would arrange for the gates to be opened for thewalks. Water leaksAresident had email the parish council with concerns about thewater leaks in the village and suggested that it may be time to contact thewater company to request that all pipeswere replaced in the parish. KCC Cllr Gary Cooke said thiswas happening in all areas, not just in Leeds. It was agreed to write to SEWater to establish their future plans. Local plan Cllr Cooke said the interim findings in the Inspectors’ Reportwere disappointing but the good newswas that KCC, as a highways authority,was not bound by the findings. He said KCC would not be building a bus lane on the Suon Road, and this had been confirmed by the Director of Highways. He said there needed to be another form of mitigation for the infrastructure. He said KCCwere still pushing ahead with plans for a relief road although KCC andMBChad reached an impasse. Cllr Fort asked if the S106 money for the bus lane could be diverted to the relief road, but he saidMBCwas unlikely to involve KCC in any section 106 talks which could put the allocation of the funds at risk. Lorries Cllr Cooke said he had met with the chief constable for Kent and he had been promised enforcement of the B2163 a few times a year. He said hewas due to have a follow-up meeting. Lier pickAlier pick of the parish had been undertaken and 34 bags of lier had been collected. Parish maintenance Cllr China had been in touch with StevenWaring to agree the maintenance for 2017.
