Crime report There had been two thefts from vehicles at the M20 services, and criminal damage and fraudulent use of electricity at Hollingbourne
Hill.Areported dog bitewas being
investigated.Acouncillor reported there had allegedly been a fight between five or six people at Hollingbourne rail station, no further detailswere known. PCSOs Thewardswere being changed and PCSO RyanWaringwas no longer covering the North Downs area. However, he would still be part of the rural team and would patrol the Hollingbourne area when the need arose. The PCSOswere arranging bicycle marking at the Cardwell Pavilion. Village Shop Itwas confirmed that Christopher Rudgard still planned to retire in March. The landlord of the propertywas keen for the shop to remain in operation. The rentalwas very competitive at £100 a week for a resident of Hollingbourne and the landlord provided building insurance. The legal position of the parish council to run the shop would be investigated. If the council could help, the accounts would need to be assessed before a business plan could be drawn

Planning The parish council objected to the proposed construction of 12 dwellings on landwest ofWindmill Lane, Eyhorne Street, with landscaping, new access road, garages and the creation of a one-acre woodland. Lier Therewas flytipping and lier at the Ashford Road entrance to the village (over the motorway bridge). Fires On Christmases Eve and Day there were huge fires, about 30 to 40ft high and large trees uprooted by three bulldozers on the land behind the Meadows Trust space. Many trees had been dug out. Residents were alarmed by the size of the fire, the damage it caused and the possibility it could have destroyed the neighbouring farmer’s fields. The fire and removal of treeswas on private land but a lake had been dug out, allegedly without permission. Cllr John Cobbe had emailed the landowner but had not yet received a reply. The clerk would report the maer to Maidstone Council. Recycling area There had been flytipping along the Station Approach and Southeastern had been contacted about this and concerns over the footpath lights not working, without a successful outcome. The
WINDOWS were broken at a home in The Morlings, Bearsted, in an attempt to break in.
A garage at a residential property in Buon Lane, Bearsted,was broken into. A blue Mercedes Benz SLK200was damaged on a driveway in Mallings Drive, Bearsted. No other cars in the areawere damaged. Both number plateswere stolen from a
Saab 95 parked in Grovewood Drive South, Boxley. A vehicle parked in a garden centre car
park in Bearsted Road,Weavering, had a wing mirror damaged. An outbuilding was damaged in The
Street, Boxley, but no entry was gained. A van parked outside a home in Yew
Tree Close, Boxley,was broken into and power toolswere taken, including a Hitachi SDS drill, gas fier’s equipment and hand tools with the tool bag.

Leeds
Leeds CastleAresident raised concerns about parking on rural lanes in the parish during the fireworks event at Leeds Castle. She said the castle had not put cones out which had resulted in vehicles blocking footpaths and parking on the verges. Concernswere also raised that policewere not in aendance as they had been in previous years. Cllr Gary Cooke said the local community put up with a lot from Leeds Castle and suggested that a meeting be arranged with castle management. Street lightingAlight in Burberry Lanewas obscured by foliage and needed cuing back. Cllr China had spoken with the contractor who had quoted £75 to cut the foliage away from the street lights. Itwas agreed to go ahead. Cllr Bowles said Kent Highways had inspected the vegetation and said itwas within accepted limits. Cllr Martin said she felt it should be cut back substantially and the landowners should be responsible for that. Itwas agreed that the clerk would write to the landowner, Stru and Parker, to request this. Outdoor gymAresident asked the parish council if they would consider installing an outdoor gym at the playing field. Cllr Gove said the councilwas looking at funding options for the refurbishment of the play area and that this could be an option in the future. Pavements Itwas noted that the village pavementswere not being swept regularly. Maidstone Borough Councilwas responsible for this and the parish council would raise this withward councillor Gill Fort. Upper Street Cllr Gove spoke regarding the options for the road improvements. He said residents preferred option one, which had been agreed by the parish council, which had agreed to finance 50% of the cost. Cllr Cooke said he would liaise with KCC to have this scheme progressed. He said an order had been placed for the work on the bollards at the boom of Wykeham Grove and this would be funded from his KCC councillor’s grant. Marking Cllr China said a quote of £1,500 had been received for marking out the tennis courts, the church car park and the playing field car park. Cllr China did not think itwas
necessary to mark out the church car park so had asked for a breakdown of costs. Itwas agreed to delegate authority to Cllr China and Cllr Bowles to progress this project and the costs would be ratified at the next meeting. Lier bins New binswere due to be installed at the playing field by MBC. Itwas agreed that an extra binwas needed at the playing field and the parish council would liaise with Cllr Fort about this. Playing field Cllr China said the football team had renewed their annual hire agreement for the football pitch and pavilion. Church car parkAresident asked for clarification of the ownership of the land outside the church car park as vehicleswere being parked on the verges near to the church. The clerkwas asked to undertake a land registry search to establish ownership.

Ditch clearanceAmeetingwas still to be arranged with Kent Highways to discuss ditch clearance near Neverend Farm and under road drainage clearance from Pye Corner to Neverend Farm. Cricket pavilion The electrical inspection had now been carried out. Tree works The work at the recreation ground had been completed. Caravan plans Itwas resolved to refuse a part-retrospective planning application for two mobile homes, two touring caravans, a dayroom and vehicular access onto Lenham Road, and for this to be reported to the planning commiee, if necessary. Budget The annual budgetwas agreed and itwas resolved to generate a precept of £19,875 - £52.04 per bandDproperty. The parish services scheme from Maidstone Borough Council had been increased by £154. The total funding will therefore be lower in 2018/18 by £783. Itwas agreed to increase the precept by 1.89% in 2017/18, which would produce an increased contribution of £369. Play area The ditches required clearing and the clerk would contact SteveWaring regarding this. Thewetpour surface had a small area of damage by the seesaw and it was agreed to buy a repair kit. Flytipping Itwas noted that rubbish continues to be left along the verges in Chegworth Road. The clerk would report this.

stolen from a car park in The Square, Lenham. A vehiclewas broken into in a car park
in Church Square, Lenham. Fencingwas damaged at the side of Caring Road, Leeds.
Two horse rugs and a fleece blanket were
stolen from a field opposite the farm in Chartway Street, Kingswood.A statue was stolen from the front garden of a property in Gravelly Boom Road, Kingswood.
