Bredhurst
Police briefing There had been changes to PCSO cover and PCSOAdlington now covered Boxleyward, Detling, Thurnham and Bearsted. There had been one crime in Bredhurst where an outbuildingwas broken into. There had also been a number of nuisance vehicle calls. Playing field Savills had made lile progress and had yet to answer concerns about access to the field, the church shop and the boundaries. Itwas agreed to write to Savills asking for all issues to be resolved. Drain maintenance The resident had agreed to clear the culvert in The Street and then road cleaning needed to follow. Waste bins All new bins had been installed. The parish had gone from having 11 to having seven. AONBgateway The signwas damaged. If it was reparable, it would be specialist work. It was agreed to get prices. Village tidy-up Itwas agreed to proceed with a proposal for lier-picks and sign cleaning over theweekend of March 4 and 5, which coincided with the Great British Clean-up. Itwas anticipated that KCC Councillor Paul Carter would provide funding which would enable work to be carried out, including painting of railings and renewal of road markings. Website Therewere comments about the need to keep all information up to date. The clerk had concerns about the look of the website and the difficulty in using it.A training session would be arranged. Budget The proposed budgetwas agreed and the precept would be set at £10,000.
Broomfield and Kingswood
Chegworth Road Itwas agreed that KCC Highways could install bollards at the entrance of the road to discourageHGVs. Lenham Road KCC Highwayswas pursing a request from Lenham residents for a 30mph restriction toWents crossroads. Ulcombe Parish Council had commissioned a survey which showed that the average speed of vehicles on the roadwas already less than 30mph. Road closures The Leeds/Langley road had been closed twice for emergency repairs, creating havoc along the Broomfield Road. The clerk had received a request that if this occurred again, a one-way system with Chegworth Roadwas put into force. The clerkwas to investigate the viability of this. Griing The clerk had received complaints that the village roads on the bus route had not been gried in the coldweather. Enquiries revealed that the roads had been removed from the griing schedule. However, Chartway Street and Lenham Roadwere still included. Cllr While would make further enquiries.

Police report There had been 14 calls to the police between December 19 and January 16. PCSO Maybank had been replaced by John Boyd, whose large area included Headcorn. Handyman The handyman had resigned as hewas finding it difficult to fit parish work in with his own business. The clerk would advertise for a replacement. Parish news Cllr Friend had canvassed many residents, who said theywanted to see the Parish News continue. The clerk would try to publish another edition in March, and a volunteer would be sought to help with future publications. Website The clerk could now update the website to a very basic level. Councillors agreed that theywere happy with this. Facebook Itwas agreed that the clerk should continue to respond to queries on the K&B Swop and Shop site, but felt that a parish council Facebook page could not be managed. Sports field The clerk had reported criminal damage to the grass area by motorbikes. The youths concerned had been identified and the policewere dealing with the situation. The CCTV installationwas to go ahead. Dog waste bins had been removed byMBCbut the co-mingle bins had not been installed. The clerk had contacted MBC. Electronic storage Cllr Darling recommended Microsoft Office 365 at a cost of £7.90 per month. Thiswas agreed and the clerk would buy and install it. However the clerk said the computerwas already struggling and itwas agreed to discuss a plan to buy a new one at the next meeting. Dog fouling There had been an increase in dog-fouling. The clerk would contact the KCCwarden and Environmental Health, but pointed out that anyone could askMBCto come and clear up dog mess. Potholes Cllr Milton said therewas an increasing number of potholes on Broomfield Road at the junction with the A20 and the vergeswere collapsing. The clerk said anyone could report road damage via the KCCwebsite but she would speak to Highways about the verges.
Harrietsham
Resignation Stephen Morris had resigned from the parish council. Dogs CommunityWarden Martin Sherwood reported on the rising number of thefts of gun dogs, lurchers and spaniels and asked that all residents be vigilant. He also reported on complaints about dog fouling. Along with anMBCofficer, he had been stencilling the pavements in hot spot areas and asked that any issues be reported to
him.Adescription of the owner and breed of dog could be reported to the community warden for him to monitor the situation.A resident said she regularly gave dogwaste bags to owners, but it did not change their behaviour. Police report There had been five crimes in the previous month – two of criminal damage, one theft of tools, one theft of a motor cycle and an aempted burglary. PCSO Dave Rowleywas covering Harrietsham and Lenham andwas looking forward to working with everyone who had supported him. Therewas no recent antisocial behaviour issue in the village. Public discussionAresident raised concerns with the building work off Church lane. The clerk said an application for nine homes had been withdrawn due to issues
with the site layout. The planning officer said the application would be resubmied but therewere no concerns that the bungalows would be replaced with two- storey homes. The residents raised concerns that the bungalows to be demolishedwere being emptied and rubbishwas accumulating, whichwas causing a rat issue. Itwas also noted that a sheepwas being grazed on the land, but therewas no grass. Cllr Janea Sams would speak to environmental health officers. MudAresident raised concerns about the mess being created on the main road from the Crest Nicholson development as no wheelwashingwas being completed on the lorries as they left the site. In coldweather, the mud freezes and becomes very slippery. The site foreman would be approached and the problem reported toMBCenforcement officers and Kent Highways. Planning The planning appeal for Court Lodge Road had been dismissed. Therewere three other appeals with the planning inspectorate – land south of Bell Farm, land east of Goddington Lane and land north of West Street. Concernswere raised about pollution ofwater sources around the appeal sites and the clerk stated that issueswere already being looked into around the trout farm by theMPand Environment Agency. Website The parish councilwas in the process of being transferred to a new Wordpresswebsite as the current onewas no longer supported. The content should have been migrated but this had gone wrong and the clerk had spent 40 hours trying to rectify the problems. The parish councilwas considering a new freewebsite. Burial ground The wooden gates had been installed and the hinges on the large iron gates at the Marley Road entrance had been adjusted satisfactorily. Dog bins Complaints had been received about the dog bins being removed by the borough council. The villagewas promised only one mixed bin to replace these and had contacted Maidstone council to provide more. Meanwhile, it must be impressed on all owners to pick up after their dogs and place it in the rubbish bins. Precept The council tax precept for 2017/18 was set at £93,945, an annual increase of £32.16 per bandDproperty, or £1.68 aweek. West Street Traffic and parking issueswere discussed. Cllr Powell said the issue needed to be monitored as the school would be expanded and an appeal had been lodged for more housing inWest Street. Playscheme 2017 The budget of £500, set aside for the playscheme would be given to the group who ran the Fun Club last year, subject to appropriate documentation. Hollingbourne
Co-option Simon Hulmewas co-opted onto the parish council. Parking One vehicle still remained on the junction 8 roundabout. It had been removed earlier in theweek but had returned to its original position. Cllr Alan Bennewas liaising with the enforcement department at Maidstone Council and itwas suggested that Kent Highways be contacted as the vehiclewas a nuisance in this position.
