NSC Shifts Position on School Bus Seat Belts

Administration endorsed the addition of three-point seat belts on school buses. Now the National Safety Council has joined in the appeal for the inclusion of the same safety restraints for child passengers on buses.


Te NSC announcement called for uniform safety practices for


children across multiple modes of transportation, including school buses, airplanes and personal vehicles. “It is time for consistent policies to ensure children arrive safely,


regardless of the mode of transportation or the jurisdiction they travel through,” said Deborah A.P. Hersman, president and CEO of NSC and a former chairman of the National Transportation Safety Board. During her tenure, she obtained her CDL with school bus endorsement and oversaw investigations of several high-profile school bus crashes. Te recommendation also urged the installation of lap and


shoulder belts on new school buses with proper restraints for children with special needs. Hersman added that these proposals are necessary due to the “patchwork system of laws, regulations and standards means the safety of our most vulnerable travelers can slip through the cracks.” At press time, NAPT had not issued a statement addressing this latest policy announcement, and NSTA told STN it would not be responding publicly. However, if the letter to NHTSA Administrator Dr. Mark Rosekind from the two organizations is any indication of where the groups will fall, the NSC announcement will not be
