Spires medical centre The provision of a mini bus by KCCwas not likely to be viable as the running costs would have to be met by the parish. Tesco had confirmed it might be interested in running a bus. Dr Singh seemed receptive to the proposal of having a nurse only at the surgery. Christmas lights Itwas agreed to continue replacing filament bulbs with LEDs and to buy 200 new bulbs at a cost of £520. Cllr Greenhead will appear as Santa with Cllr Weeks as an elf. Garden competition 1st – 11 Grampian Way; 2nd –14 MallardsWay; 3rd – 48 Reinden Grove. Itwas agreed to offer two additional prizes of £10 Rumwood gift vouchers to highly commended gardens: 19 Reinden Grove and 66 Longham Copse. Alex Renniewas thanked for judging. Emergency plan CllrWeeks had templates to produce a plan. Itwas agreed that the Open Spaces Commiee would work on the plan during the winter months. The results would be presented to the full council.
Harrietsham
New parish office The clerk said documents from Barra Homes had been circulated relating to plot 9 on the CTRL site which would become the new parish office. The cost of fiing out the ground floor of the building for the parish office would be £10,000 over the budget that had been set by Barras but they would do the work and offer to loan the parish council the sum interest free over three years. The final plans and the loan offerwere approved. Public space The clerk reminded all present that the parish council had voted to accept the gifted area of land shown on the drawing that had been circulated at an earlier meeting. This would be the new allotments for the parish. The council would need to submit a change of use application to create the new allotments. Cllr Morris said additional precept money raised from the residents in the development would cover the costs of maintaining the area. Cllr Stanley asked how vehicles would be stopped from entering the land – itwas thought bollards might be added. Cllr Allardyce proposed that the parish council take over management of the land behind
AN OUTBUILDINGwas broken into in Ashford Road, Thurnham. A Tom-Tom sat nav was amongst items
stolen from a mobile home parked behind a shop in Detling Hill, Thurnham. Security lights were damaged at a stables
in Ashford Road, Thurnham, but nothing was taken. A garage was entered at a property in
West Street, Harrietsham, and a yellow quad bike was taken. A shed was broken into at a home in BlackthornWalk, Harrietsham, and fishing equipment was stolen. Fencing was stolen from the front of a property in Forge Meadow, Harrietsham. Two tyreswere damaged on a Land Rover
in Headcorn Road, Lenham. Items were taken from a garden in Chart-
way Street, Kingswood. Gateswere taken from a property in Egre-
mont Road, Bearsted. Toolswere taken from a vehicle parked in
Willington Street, Bearsted. A garagewas broken into at a property in Tylers Croft, Bearsted and bicycles were
the CTRL site. Thiswas agreed. Freedom of Information Three FoI requests had been received from the directors of one company. These would involve substantial levels of work to respond to as they covered correspondence over a 40-week period, and the parish office would need to be closed for a period to compile the responses within the 20 working days allowed. Cllr Dean said a closurewas unreasonable. Councillorswere reminded therewere thousands of emails and all members would need to go through their email. Cllr Moore proposed that these were found to be vexatious requests, being a burden to the authority. Thiswas agreed. A20 improvementsAresident asked whether thesewere supposed to be completed before the CTRL development was built. Cllr Powell said he had proposed this cause of action, however the motion had been overruled by the borough council.
Leeds
Election County Cllr Garry Cooke confirmed he would stand for the Conservatives at the KCC elections in 2017. RoadAdiscussion took place regarding the relief road and Cllr Cooke said KCCwas working on this but no routewas known. Parish maintenance Cllr Bob China raised concerns about the lier on the verges and roundabouts. He spoke regarding lier picks and encouraging residents to take part in cleaning the parish. Itwas agreed to advertise these events in the Parish News. He had asked StevenWaring for a quote for lier picking both ends of the village. Bench The new bench in memory of Paul Gallihawkwas installed at the playing field. Playing field There had been a problem with parking at the playing field on Sundays as it is also used by a lot of residents. Cllr China suggested white lining the car park to increase
spaces.Aquote would be sought.
Lenham
Crime reportAtotal of 38 calls had been received regarding Lenham and four for Lenham Heath. Vandalism problems at William Pi Fieldwere being monitored and antisocial behaviour at Lenham Heathwas
being actively pursued. Incidences of vandalism at Lenham Railway Stationwere dealt with by British Transport Police. HGVsigns Cllr Jenny While said the application for the signs had been logged in the KCC system subject to confirmation that the locationswere suitable. Link roadAresident raised concern about the lack of a link road from developments south of the railway line. He also reported overgrown vegetation on the road near the Cherry Downs picnic site. BMXpark The equipment would need to be replaced within the next two years, before it became too expensive to maintain. Budget provision for replacement options would be discussed for the next financial year unless safety issues arose in the meantime. Highways Cllr Scrivens reported following the delivery of leers to householders asking for hedges to be cut on the High Street. The work had been undertaken. Picnic site Cllr Osbornewas to aend a site meeting to agree the position of the four lime trees and a quote would be sought for spraying the neles. EducationAmeeting would be organised with Swadelands School to discuss the proposed science block and swimming pool. Christmas lights These would be switched on on the last Sunday in November. Community centre The transfer of the land was progressing, subject to agreement. Town crier The town crier had served the community for 25

Police reportAgenerator had been stolen from the allotments. There had been thefts in Avery Lane and one at the football club. Neighbourhood plan Itwas agreed to hold a meeting with the 14 volunteers who had come forward with offers of help. Road noise Cllr Aplinwas to email Cllr Cooke confirming that noise levels had increased on the stretch of road past the White Horse Pub since itwas resurfaced. Cllr Cooke would request an investigation. Christmas Carols Mr Fisher had agreed to host the event again. Cllr Aplin would ask Mr Marchant to check the choir’s availability for December 11.

Road, Boxley. A blue Ford Ka, registration MM52 ***,
was tampered with in Boxley Road, Boxley. Body parts were removed from a com- mercial DAF vehicle, registration DG66 ***, in St Michael’s Close, Boxley.
Abarnwas broken into in Chatham Road, Boxley, and gardening tools and equipment were stolen. Doors and windows were damaged in a burglary at a property in Newnham Court Way, Boxley. A credit card was stolen in the Tesco su- permarket in Grovewood Drive North, Box- ley.
