‘Kes res’ needs planning permission, parish told

FEATHERS were ruffled over a parish council’s plan to site a kestrel nesting box overlooking its allotments. Boxley councillors thought that providing a bespoke new home for the birds of prey would be the idealway to control the mice feast- ing on gardeners’ fruit and veg. But they were stunned when Maidstone Council officials told them that the “kes res” – a small wooden box made by local Scouts – would need planning permis- sion.

And they were even more horri-

fied to discover that submitting the paperwork to the borough council could cost at least £100. Boxley chairman Bob Hinder

said he would be writing to Maid- stone Borough Council’s chief ex- ecutive Alison Broom for an explanation. The idea for the nest box at Dove

Hill allotments emerged after the parish council provided funding towards one fitted with a camera at KentWildlife Trust’s visitor centre off Blue Bell Hill, near Maidstone.

Boxley Parish Council want to put a kestrel box like this on their allotments site to control mice

Parish clerk Pauline Bowdery arranged for Scouts from the Grove Green group to make the box, along with two others for sites elsewhere in the parish. Parish council chairman Bob Hinder said: “Whenwe created the

allotments, one of the councillors suggested that we install a kestrel box.We consulted a wildlife expert and had advice thatwe should put it on a pole near the site. We then contacted Maidstone Borough Council and were horrified to be told that you need planning per- mission to put a pole up and put a box on it. It would cost us more than £100 to apply. It’s absurd.” Sara Humphrey, of the RSPB, said the charity could not comment on the individual box, but said: “Re- cent studies show we are losing even more wildlife than ever in the UK, but individual actions can make a difference. “Creating homes for nature in gardens and green spaces can help join up the pockets of land de- signed to protect wildlife, such as RSPB nature reserves.” Maidstone Borough Council, of-

fering to discuss the issue further with Boxley, said: “Should the structure fall outside of ... permit- ted rights then the appropriate planning permission would need to be applied for.”
