Local Plan The Local Plan inquirywas due to start on October 4. Neighbourhood Plan After lengthy discussion itwas agreed that a leer be sent to the secretary of state requesting his assessment of the conclusion of the independent examination of the Neighbourhood Plan. That the clerk should forward documentation to DWF, solicitors, to enable them to determine whether there had been a breach of contract. The original members of the neighbourhood plan steering group would be relieved of their responsibilities but would be offered places on any subsequent parish council. Policing There had been a theft in Gravelly Boom Road and a case of antisocial behaviour by nuisance youths in Ashford Drive.Areport by the clerk of criminal damage at the sports fieldwas not included, whichwas queried by her. Finances The annual return for 2015/16was approved. Grass cuing and planters Three quotes had been received. Councillors concluded they would ask RLR to take on local handyman tasks. Councillors agreed to ask for foliage on the permissive footpath to cut cut back as foiliage cut away during recent constructionwas growing back and reducing the footpath space. Planning Councillors considered a retrospective application for the change of use to residential caravan site for one gypsy family at Orchard Spot, Orchard Farm, Nursery, Chartway Street, Suon Valence. The council recommended refusal and asked for it to be reported to the planning commiee .


Chart Suon


Public session Mrs Hunt requested an update on the Unsuitable forHGVsigns along Chart Hill Road/Chart Road. The parish council would be seeking this at a meeting with KCC Cllr Eric Hotson.An update on the 30mph signs on Chart Hill Roadwas also requested. All approvalswere in place and the parish councilwaswaiting for Kent Highways to install the signs. Police maers There had been one theft from a motor vehicle in PloughWents Road. Cllr Underdown advised that there had been a recent report of a theft of windscreen wipers from a vehicle in AmberWay. Play area Cllrs Forknall andWaring had visited Parkway school to look at the suggested surface in situ, and advised that once laid, the productwas spongier than the sample that councillors had previously seen, whichwas initially thought to be too hard. Members agreed that thiswas the right product and additional quotes and match funding would be investigated. Village green The replacement of some of the posts/chains on the village greenwas discussed. Some members thought the low chain could be a trip hazard. Cllr Forknall agreed to get a quote for new posts. BT broadband Members discussed the clerk’s ongoing problems with broadband and various options including Vfast and satellite broadband. Itwas noted that KCC was trying to address issues of poor broadband in rural areas. The parish would discuss this with KCC Cllr Eric Hotson and would also write to BT. Clean-up The next village clean-up would

be on Sunday, October 8, meeting at 10am at the village hall. Football pitch Three Suons FC had folded and no longer required the pitch for the 2016/17 season.Alicence would be offered toWest Farleigh FC for the season at £490 for 12 matches with each additional match incurring a charge of £42.


Coxheath


Tribute The parish councilwas very sad to learn of the death of Alan Turner, awell- known figure in Coxheath, who for many years, chaired both the Village Hall Management Commiee and the Active Retirement Association. Planning Cllr Marilyn Hansford joined the parish council planning commiee. Tables Considerationwas to be given to siting picnic tables on the village green at Huntingdon Road and the Village Hall Management Commiee. Finance Proposalswere put forward by the parish council finance commiee to pay a grant of £6,250 to the village hall and to accept a quote of £1,155 from Maidstone Council for football pitch maintenance have been ratified by the full council. Consultation Coxheath Parish Councilwas to submit comments to Maidstone Council on the public consultation relating to the introduction of Community Infrastructure Levy payments.


East Farleigh


Footpaths Cllr Alan White reported that horse manurewas being dumped on footpath KM44 – the clerkwas to write to the offenders. Drains and gullies Cllr Peter Beasley reported that, following heavy rain,water had entered some of Greens Coages. The clerkwas to report the blocked drains and gullies at the boom of Forge Lane and Vicarage Lane. Advertising signs Cllr JohnWilson had met with some abuse when he asked youths puing up signs advertising PYO fruit at Milebush Farm to remove them, in accordance with parish council policy. The clerkwas asked to write to Milebush Farm explaining the policy and asking them to remove the sign at the junction of Dean Street and Heath Road. Gate damage The school gates had been damaged by a Tesco van and the claimwas proceeding. The parish council hoped that the outcome would be a new gate to match the other one. Cllr Lloyd Porter asked that the parish council write to the member of the public who noted the details. Car park Cllr Steve Shearman had inspected the car park and itwas agreed to ask Pearsons to treat theweeds and to organise another line painting session. Vicarage Lane play area Barge Landscapes had offered a credit note of £251.75 against their recent work on the play area as some of the turf had been laid on concrete and hadn’t taken. The parish councilwas happy to accept this. Gallants Lane play area Golding had preliminary plans for a development there andwas planning to include a new play area as part of this. CllrWilson expressed concerns over the proposed development. Recreation field Cllr Shearman said the benches outside the play area needed a more permanent footing. Pearsons would be


asked to clear the plant growth around the pedestrian gate to the car park. SpeedWatchAnew coordinator had been appointed and had asked for dates of deployments and had said he would try to get the police in aendance more often. Fete Owing to the direweather, the fete had lost £280 this year. CllrWilson would write to thank all the volunteers.


Headcorn


Police report Police gyspy and traveller liaison officer Kim White outlined the work of her team which consists of six officers who look after the 18 council sites and 261 private sites in the county. She acknowledged that therewere a number of high profile sites in the Headcorn/Ulcombe area. She said the Meadows sitewas a transient one and keeping abreast of who was therewas almost impossible. The officer wanted the seled community to report any incident through Crimestoppers. Itwas noted that the gypsy and traveller horse fayre at Ulcombe passed off without incident. Clean-up day The vice-chairman wished it to be noted that the volunteerwas Paul Hughes. Hardwicks Golding Homes had agreed to tidy the area and make it safe. The clerk would check the situation. Dawkes Meadow Members agreed that the parish council had gone as far as it could with this and would continue to monitor the pothole situation, but the question of contribution from those who use the access should be with KCC and the residents/businesses. The clerk would advise the resident who had been corresponding with the parish council. Parking The clerk would write to all traders re use of the traders’ car park.With regard to Church Lane, advicewas received from Jeff Kitson of Maidstone Council that the parish could look at employing the services of aUK car parking management company. They should be accredited and members of the British Car parking Association.Afurther reviewwas required. Shenley Corner The maer of the double white lines on the A274 remained outstanding. The clerk should follow up with the officer’s management team and again involve KCC Cllr Jenny While and press for a resolution. Foremans car park The state of the car park surface had been raised with the landlord and they confirmed that at this time there were insufficient funds to complete a full resurfacing and the potholes would be temporarily filled this time. Footpath Oak LaneAparishioner had emailed regarding the sale of the Grigg Lane development fromWealden Homes to Crest Nicholson and his concernwas how this would affect the completion of the proposed footpath. The clerk would make enquiries and ascertain what the new developerswere proposing. Ringles Grigg LaneAparishioner raised concern about the use of the 15 caravans on the site by people other than those engaged to work at the Ringles. The council advised it was not aware that thiswas happening and would be followed up with Maidstone Council enforcement team.
